11 SENATE RESOLUTION NO. 233
22 WHEREAS, Many notable citizens of Lubbock are visiting
33 Austin on February 27, 2019, to pay tribute to their city's rich
44 heritage and to celebrate Lubbock Day at the State Capitol; and
55 WHEREAS, A thriving region of the state, the Lubbock area
66 is one of the oldest inhabited places in Texas; archeologists
77 have discovered evidence of some 12,000 years of continuous
88 habitation at the Lubbock Lake Landmark site, a national historic
99 and state archeological preserve; and
1010 WHEREAS, The City of Lubbock was incorporated on March 16,
1111 1909; the railroads stimulated the city's growth as a trade
1212 center, but residents also wanted the benefits of an institution
1313 of higher learning; when legislation creating Texas Technological
1414 College was finally passed in 1923, the site selection committee
1515 was impressed by the enthusiasm and hospitality of the city's
1616 residents and chose Lubbock for the college's location; and
1717 WHEREAS, Today, the city with its surrounding area has a
1818 population of more than 300,000 people, and it is home to the
1919 Texas Tech University System and its flagship institution, Texas
2020 Tech University, a school well deserving of its recently acquired
2121 tier-one status; and
2222 WHEREAS, The Texas Tech Health Sciences Center attracts
2323 nearly 5,000 students from around the world and is currently
2424 ranked as the number-one health university in the nation by the
2525 SR Education Group; and
2626 WHEREAS, Lubbock's three universities and one public
2727 community college annually draw more than 50,000 students to the
2828 area and refresh the local economy with around 10,000 new
2929 graduates each year, creating a community where 30 percent of
3030 residents over the age of 25 hold a college degree; and
3131 WHEREAS, Texas Tech's athletic programs have recently
3232 achieved historic successes; the men's basketball team reached
3333 its first Elite Eight last season; the baseball team has appeared
3434 three times in the College World Series in the past five years,
3535 and the track and field team has won indoor and outdoor Big 12
3636 championships; in addition, Lubbock Christian University's women's
3737 basketball team won the national championship in 2016; and
3838 WHEREAS, Lubbock's metropolitan area labor force numbers
3939 more than 165,000 and the cost of doing business in the area
4040 continues to rank as one of the lowest in the nation, due to the
4141 low costs for electric and natural gas utilities and affordable
4242 wage rates, land, and cost of living; and
4343 WHEREAS, Lubbock is consistently recognized by national
4444 organizations for its business-friendly atmosphere, and it has
4545 been named the number-one city for women professionals, ranked in
4646 the top 20 for young entrepreneurs to start a business, and named
4747 number seven in the Forbes list of top "Opportunity Cities" based
4848 on the city's low cost of living, its cultural offerings, and the
4949 strength of its business community; and
5050 WHEREAS, Lubbock enjoys a diverse economy that draws its
5151 strength from agribusiness, manufacturing, and commerce, as well
5252 as from educational and health care services, and the city boasts
5353 the largest medical infrastructure between Dallas and Phoenix;
5454 with the growth of cotton culture on the High Plains, Lubbock has
5555 become one of the world's primary centers for the processing of
5656 cottonseed and hybrid grain sorghum seed; and
5757 WHEREAS, The Lubbock economy is deeply rooted in cotton
5858 farming; the area is home to the world's largest contiguous
5959 cotton-growing region and is now also the home of several major
6060 award-winning wineries and vineyards, which produce over 80 percent
6161 of all the state's wine grapes; the region north of Lubbock has
6262 the highest density of cattle in the entire country; and
6363 WHEREAS, Lubbock also offers a wealth of cultural and
6464 recreational opportunities, including the Lubbock Symphony
6565 Orchestra, the Lubbock Civic Ballet, the Silent Wings Museum, the
6666 Museum and Planetarium of Texas Tech University, and many other
6767 cultural offerings at Texas Tech University; a new,
6868 state-of-the-art performing arts center is under construction
6969 and is to be named after local legend and Rock and Roll Hall of
7070 Fame inductee Buddy Holly; Lubbock County voters have also
7171 approved the construction of the new Lubbock County Expo Center
7272 to serve as a multipurpose event center for the region; and
7373 WHEREAS, Through meticulously planned infrastructure,
7474 city leaders have created a low-traffic community with the
7575 number-one-ranked commute in Texas and more neighborhood parks
7676 per capita than any other city in Texas; and
7777 WHEREAS, Those wanting a glimpse of the frontier can find
7878 it in the restored structures at the Ranching Heritage Center, a
7979 15-acre site that traces the evolution of ranch architecture and
8080 the history of the cattle industry; the region's history is also
8181 celebrated at the Bayer Museum of Agriculture; and
8282 WHEREAS, Many talented musicians have come from the
8383 Lubbock area; they include Buddy Holly, Roy Orbison, the Maines
8484 family, Virgil Johnson and the Velvets, Waylon Jennings, Tanya
8585 Tucker, Joe Ely, Jimmie Dale Gilmore, Butch Hancock, Pat Green,
8686 and Josh Abbott; their rich and diverse contributions have earned
8787 Lubbock recognition as "The Music Crossroads of Texas"; and
8888 WHEREAS, Lubbock's thriving business community is
8989 represented by the largest business federation on the Texas South
9090 Plains, the Lubbock Chamber of Commerce, which grows and guards
9191 the prosperity of the Lubbock area; and
9292 WHEREAS, Early major achievements propelled by the chamber
9393 during more than a century of service include recruiting farmers
9494 from out of state to populate and make productive the fertile
9595 soils of the Llano Estacado, working to bring the railroad to
9696 Lubbock, establishing the South Plains Fair, and drafting and
9797 delivering the application to the Texas Capitol that would result
9898 in establishing Texas Technological College there, which today
9999 thrives as the heart of the Texas Tech University System; and
100100 WHEREAS, The Lubbock Chamber of Commerce was also
101101 instrumental in establishing Lubbock Preston Smith International
102102 Airport, Reese Air Force Base, and the area's outstanding
103103 transportation infrastructure, and it recently introduced an
104104 Association Health Plan for its small-business members in 34 West
105105 Texas counties and is the first chamber in Texas to launch such a
106106 plan; and
107107 WHEREAS, Among the delegation visiting the Capitol today
108108 are proud members of the Lubbock Chamber of Commerce's 43rd
109109 Leadership Lubbock Class, who represent the business and
110110 community leaders of Lubbock; and
111111 WHEREAS, The citizens of Lubbock have truly kept faith with
112112 the founders of their West Texas community; renowned for their
113113 friendliness and warmth as well as their hardiness and
114114 determination, they have helped to build a vital urban center
115115 that serves not only a large part of West Texas but also eastern
116116 New Mexico; now, therefore, be it
117117 RESOLVED, That the Senate of the State of Texas, 86th
118118 Legislature, hereby recognize February 27, 2019, as Lubbock Day
119119 at the State Capitol and extend to the members of the visiting
120120 delegation and all their fellow citizens sincere appreciation
121121 for the bright luster they add to the Lone Star State.
