2 | 2 | | WHEREAS, Many notable citizens of Lubbock are visiting |

3 | 3 | | Austin on February 27, 2019, to pay tribute to their city's rich |
---|
4 | 4 | | heritage and to celebrate Lubbock Day at the State Capitol; and |
---|
5 | 5 | | WHEREAS, A thriving region of the state, the Lubbock area |
---|
6 | 6 | | is one of the oldest inhabited places in Texas; archeologists |
---|
7 | 7 | | have discovered evidence of some 12,000 years of continuous |
---|
8 | 8 | | habitation at the Lubbock Lake Landmark site, a national historic |
---|
9 | 9 | | and state archeological preserve; and |
---|
10 | 10 | | WHEREAS, The City of Lubbock was incorporated on March 16, |
---|
11 | 11 | | 1909; the railroads stimulated the city's growth as a trade |
---|
12 | 12 | | center, but residents also wanted the benefits of an institution |
---|
13 | 13 | | of higher learning; when legislation creating Texas Technological |
---|
14 | 14 | | College was finally passed in 1923, the site selection committee |
---|
15 | 15 | | was impressed by the enthusiasm and hospitality of the city's |
---|
16 | 16 | | residents and chose Lubbock for the college's location; and |
---|
17 | 17 | | WHEREAS, Today, the city with its surrounding area has a |
---|
18 | 18 | | population of more than 300,000 people, and it is home to the |
---|
19 | 19 | | Texas Tech University System and its flagship institution, Texas |
---|
20 | 20 | | Tech University, a school well deserving of its recently acquired |
---|
21 | 21 | | tier-one status; and |
---|
22 | 22 | | WHEREAS, The Texas Tech Health Sciences Center attracts |
---|
23 | 23 | | nearly 5,000 students from around the world and is currently |
---|
24 | 24 | | ranked as the number-one health university in the nation by the |
---|
25 | 25 | | SR Education Group; and |
---|
26 | 26 | | WHEREAS, Lubbock's three universities and one public |
---|
27 | 27 | | community college annually draw more than 50,000 students to the |
---|
28 | 28 | | area and refresh the local economy with around 10,000 new |
---|
29 | 29 | | graduates each year, creating a community where 30 percent of |
---|
30 | 30 | | residents over the age of 25 hold a college degree; and |
---|
31 | 31 | | WHEREAS, Texas Tech's athletic programs have recently |
---|
32 | 32 | | achieved historic successes; the men's basketball team reached |
---|
33 | 33 | | its first Elite Eight last season; the baseball team has appeared |
---|
34 | 34 | | three times in the College World Series in the past five years, |
---|
35 | 35 | | and the track and field team has won indoor and outdoor Big 12 |
---|
36 | 36 | | championships; in addition, Lubbock Christian University's women's |
---|
37 | 37 | | basketball team won the national championship in 2016; and |
---|
38 | 38 | | WHEREAS, Lubbock's metropolitan area labor force numbers |
---|
39 | 39 | | more than 165,000 and the cost of doing business in the area |
---|
40 | 40 | | continues to rank as one of the lowest in the nation, due to the |
---|
41 | 41 | | low costs for electric and natural gas utilities and affordable |
---|
42 | 42 | | wage rates, land, and cost of living; and |
---|
43 | 43 | | WHEREAS, Lubbock is consistently recognized by national |
---|
44 | 44 | | organizations for its business-friendly atmosphere, and it has |
---|
45 | 45 | | been named the number-one city for women professionals, ranked in |
---|
46 | 46 | | the top 20 for young entrepreneurs to start a business, and named |
---|
47 | 47 | | number seven in the Forbes list of top "Opportunity Cities" based |
---|
48 | 48 | | on the city's low cost of living, its cultural offerings, and the |
---|
49 | 49 | | strength of its business community; and |
---|
50 | 50 | | WHEREAS, Lubbock enjoys a diverse economy that draws its |
---|
51 | 51 | | strength from agribusiness, manufacturing, and commerce, as well |
---|
52 | 52 | | as from educational and health care services, and the city boasts |
---|
53 | 53 | | the largest medical infrastructure between Dallas and Phoenix; |
---|
54 | 54 | | with the growth of cotton culture on the High Plains, Lubbock has |
---|
55 | 55 | | become one of the world's primary centers for the processing of |
---|
56 | 56 | | cottonseed and hybrid grain sorghum seed; and |
---|
57 | 57 | | WHEREAS, The Lubbock economy is deeply rooted in cotton |
---|
58 | 58 | | farming; the area is home to the world's largest contiguous |
---|
59 | 59 | | cotton-growing region and is now also the home of several major |
---|
60 | 60 | | award-winning wineries and vineyards, which produce over 80 percent |
---|
61 | 61 | | of all the state's wine grapes; the region north of Lubbock has |
---|
62 | 62 | | the highest density of cattle in the entire country; and |
---|
63 | 63 | | WHEREAS, Lubbock also offers a wealth of cultural and |
---|
64 | 64 | | recreational opportunities, including the Lubbock Symphony |
---|
65 | 65 | | Orchestra, the Lubbock Civic Ballet, the Silent Wings Museum, the |
---|
66 | 66 | | Museum and Planetarium of Texas Tech University, and many other |

67 | 67 | | cultural offerings at Texas Tech University; a new, |

68 | 68 | | state-of-the-art performing arts center is under construction |

69 | 69 | | and is to be named after local legend and Rock and Roll Hall of |

77 | 77 | | WHEREAS, Those wanting a glimpse of the frontier can find |

78 | 78 | | it in the restored structures at the Ranching Heritage Center, a |

79 | 79 | | 15-acre site that traces the evolution of ranch architecture and |

80 | 80 | | the history of the cattle industry; the region's history is also |

81 | 81 | | celebrated at the Bayer Museum of Agriculture; and |

82 | 82 | | WHEREAS, Many talented musicians have come from the |

83 | 83 | | Lubbock area; they include Buddy Holly, Roy Orbison, the Maines |

84 | 84 | | family, Virgil Johnson and the Velvets, Waylon Jennings, Tanya |

85 | 85 | | Tucker, Joe Ely, Jimmie Dale Gilmore, Butch Hancock, Pat Green, |

86 | 86 | | and Josh Abbott; their rich and diverse contributions have earned |

87 | 87 | | Lubbock recognition as "The Music Crossroads of Texas"; and |

88 | 88 | | WHEREAS, Lubbock's thriving business community is |

89 | 89 | | represented by the largest business federation on the Texas South |

90 | 90 | | Plains, the Lubbock Chamber of Commerce, which grows and guards |

91 | 91 | | the prosperity of the Lubbock area; and |
---|
92 | 92 | | WHEREAS, Early major achievements propelled by the chamber |

93 | 93 | | during more than a century of service include recruiting farmers |
---|
94 | 94 | | from out of state to populate and make productive the fertile |

95 | 95 | | soils of the Llano Estacado, working to bring the railroad to |
---|
96 | 96 | | Lubbock, establishing the South Plains Fair, and drafting and |

97 | 97 | | delivering the application to the Texas Capitol that would result |
---|
98 | 98 | | in establishing Texas Technological College there, which today |
---|
99 | 99 | | thrives as the heart of the Texas Tech University System; and |

100 | 100 | | WHEREAS, The Lubbock Chamber of Commerce was also |

101 | 101 | | instrumental in establishing Lubbock Preston Smith International |

102 | 102 | | Airport, Reese Air Force Base, and the area's outstanding |

103 | 103 | | transportation infrastructure, and it recently introduced an |

105 | 105 | | Texas counties and is the first chamber in Texas to launch such a |

107 | 107 | | WHEREAS, Among the delegation visiting the Capitol today |

108 | 108 | | are proud members of the Lubbock Chamber of Commerce's 43rd |

111 | 111 | | WHEREAS, The citizens of Lubbock have truly kept faith with |
