55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of John Belton Duncan Jr., who died
77 February 5, 2019, at the age of 82; and
88 WHEREAS, John Duncan was born on November 17, 1936, in
99 Haskell, to John Belton Duncan Sr. and Lucille Kendall Duncan; he
1010 graduated from Haskell High School in 1955, where he was a senior
1111 class officer and captain of the football team; and
1212 WHEREAS, He graduated from Austin College in 1959 and went
1313 on to earn a doctorate at Tulane University as part of an advanced
1414 economics program of the United States Department of State; he
1515 taught economics at Xavier University, Loyola University, and
1616 Austin College, and in 1965, he joined the faculty of Texas Tech
1717 University, where he was a leader in the faculty movement against
1818 the Vietnam War; and
1919 WHEREAS, In 1974, he was named executive director of the
2020 Texas Civil Liberties Union, and he moved with his family to
2121 Austin; over the course of his service with the organization, he
2222 earned a reputation as a staunch advocate for social justice and
2323 equal opportunity and became known as someone who could work
2424 effectively with both sides of the political aisle; and
2525 WHEREAS, He joined the Office of the Comptroller of Public
2626 Accounts in 1985 as director of the legislative analysis group,
2727 and he later served with the Texas Public Utilities Commission
2828 under Commissioners Jo Campbell and Robert Gee; and
2929 WHEREAS, Mr. Duncan and his first wife, Sara Holderbaum,
3030 were blessed with a daughter, Jennifer Rebecca Duncan, in 1968;
3131 he later married Becky Beaver and they became the parents of
3232 twins, William Andrew Duncan and James Matthew Duncan; his
3333 children and his granddaughter, Chloe Sanders, were a source of
3434 much pride and joy for him; and
3535 WHEREAS, A man of strength, wisdom, and generosity, he gave
3636 unselfishly to others, and his commitment to public service, his
3737 courage in the face of adversity, and his enthusiasm for living
3838 each day to the fullest will not be forgotten; and
3939 WHEREAS, He was a devoted husband, father, and grandfather,
4040 and he leaves behind memories that will be treasured forever by all
4141 who were privileged to share in his life; now, therefore, be it
4242 RESOLVED, That the Senate of the State of Texas, 86th
4343 Legislature, hereby extend sincere condolences to the bereaved
4444 family of John Belton Duncan Jr.; and, be it further
4545 RESOLVED, That a copy of this Resolution be prepared for
4646 his family as an expression of deepest sympathy from the Texas
4747 Senate and that when the Senate adjourns this day, it do so in
4848 memory of John Duncan.
