1	1	SENATE RESOLUTION NO. 308
2	2	WHEREAS, The Senate of the State of Texas is pleased to
3	3	welcome the citizens of the neighboring communities of Harlingen
4	4	and San Benito who are visiting Austin on March 5 and 6, 2019, to
5	5	celebrate Harlingen-San Benito Days at the Capitol; and
6	6	WHEREAS, Harlingen traces its roots to Lon C. Hill, who
7	7	proposed the town site be astride the tracks of the Saint Louis,
8	8	Brownsville, and Mexico Railway; Harlingen was then destined to
9	9	become a crossroads, and the first train passed through on
10	10	July 4, 1904; and
11	11	WHEREAS, Harlingen's World War II army air field evolved into
12	12	Harlingen Air Force Base, and later, into Valley International
13	13	Airport, the region's largest airport; additionally, Harlingen's
14	14	Free Trade Bridge provides access to Mexico, and its barge port
15	15	connects to the Intracoastal Waterway; and
16	16	WHEREAS, The area's semitropical climate, natural resources,
17	17	and friendly people have long made Harlingen a destination for
18	18	travelers, including winter Texans, birders, and other outdoor
19	19	enthusiasts; attractions include the Iwo Jima Memorial, the
20	20	historic downtown district with its mural and heritage trails, and
21	21	an abundance of parks and sports facilities; and
22	22	WHEREAS, The Harlingen Chamber of Commerce was formed in
23	23	1919, and it has worked with the city for the past 100 years; its
24	24	915 active members maintain a serious commitment to the goals of
25	25	the organization and promote business activities throughout the
26	26	community; and
27	27	WHEREAS, The City of San Benito began to flourish due to
28	28	the efforts of such early pioneers as Colonel Sam Robertson;
29	29	through the creation of an expansive irrigation system and the
30	30	development of a significant railroad system and network, San
31	31	Benito contributed greatly to the economic rise of Cameron County
32	32	and the Rio Grande Valley; and
33	33	WHEREAS, Through the years, San Benito has been an asset to
34	34	our state and nation in multiple ways; the city's sons and
35	35	daughters have played a notable role in our country's defense
36	36	through their service in conflicts around the world; in addition,
37	37	San Benito promotes, preserves, and supports the cultural arts
38	38	and institutes that generate tourism in Texas; the city is home
39	39	to the Texas Conjunto Music Hall of Fame and Museum, the San
40	40	Benito History Museum, the Freddy Fender Museum, and the Narciso
41	41	Martinez Cultural Arts Center; and
42	42	WHEREAS, The residents of Harlingen and San Benito have
43	43	developed a regional health care hub that includes the Valley
44	44	Baptist Health System, the Harlingen Medical Center, and Muñiz
45	45	Rio Grande Pharmacy; and
46	46	WHEREAS, Residents of both cities have long understood the
47	47	importance of education as a key to the future and have supported
48	48	efforts to expand public and private schools; the area's assets
49	49	include Texas State Technical College and the Regional Academic
50	50	Health Center, which has been an integral part of medical
51	51	services and education in the Rio Grande Valley since 1999; and
52	52	WHEREAS, The Cities of Harlingen and San Benito are home to
53	53	more than 100,000 Texans, and residents proudly embrace the
54	54	colorful history of their communities while confidently
55	55	anticipating a prosperous future; now, therefore, be it
56	56	RESOLVED, That the Senate of the State of Texas, 86th
57	57	Legislature, hereby commend the citizens of Harlingen and San
58	58	Benito on their many contributions to the growth and prosperity
59	59	of our state and extend to them best wishes for a productive and
60	60	rewarding visit on Harlingen-San Benito Days at the Capitol; and,
61	61	be it further
62	62	RESOLVED, That a copy of this Resolution be prepared in
63	63	honor of this special occasion.
