2	2	WHEREAS, Distinguished representatives of the Texas Tech
3	3	University System are gathering at the State Capitol on March 5,
4	4	2019, to celebrate the system's vital role in the Lone Star
5	5	State; and
6	6	WHEREAS, The system, governed by a nine-member board of
7	7	regents and chancellor Dr. Tedd L. Mitchell, consists of Texas
8	8	Tech University, Texas Tech University Health Sciences Center,
9	9	Angelo State University, and Texas Tech University Health
10	10	Sciences Center at El Paso; the system is a $2 billion enterprise
11	11	currently educating nearly 55,000 students, conducting research
12	12	that results in more than $228 million in expenditures annually,
13	13	and counting over 340,000 alumni; the system also has a $1.36
14	14	billion endowment and some 20,000 faculty and staff who are
15	15	focused on advancing higher education, health care, research,
16	16	and outreach across the state; and
17	17	WHEREAS, Each component of the system provides innovative
18	18	educational and research opportunities; Texas Tech University,
19	19	the flagship institution, is a major comprehensive research
20	20	university, led by President Lawrence Schovanec; enrolling more
21	21	than 38,000 students in 10 colleges and two schools, Texas Tech
22	22	University has set a new fall enrollment record for the past 10
23	23	years, and enrollment has increased by 34 percent over a decade;
24	24	in 2018, the university was designated a Hispanic-Serving
25	25	Institution, furthering its vision of educating a diverse,
26	26	robust population of students; with the goal of being one of the
27	27	nation's premier research institutions, the university has
28	28	increased its total research expenditures by 237 percent within a
29	29	decade; additionally, the Carnegie Classification of
30	30	Institutions of Higher Education recently reaffirmed Texas Tech
31	31	University in its "Very High Research Activity" category,
32	32	classifying the university as one of 86 public Tier One research
33	33	institutions in the nation; in pursuit of its mission of
34	34	innovative problem solving, Texas Tech University is
35	35	establishing the state's first new veterinary school to open in
36	36	over 100 years in order to provide trained veterinarians to the
37	37	nonmetropolitan and agricultural communities in critical need
38	38	and to expand educational opportunities in Texas; and
39	39	WHEREAS, Texas Tech University Health Sciences Center is
40	40	celebrating its 50th year, in which it has grown from a school of
41	41	medicine to a comprehensive health-related institution composed
42	42	of five schools in diverse health care disciplines, including
43	43	medicine, nursing, pharmacy, health professions, and biomedical
44	44	sciences, and the center has trained more than 28,000 health care
45	45	professionals; overseen by Dr. Tedd L. Mitchell, Texas Tech
46	46	University Health Sciences Center enrolls more than 5,000
47	47	students and has dedicated over $218 million in research
48	48	expenditures in the past five years, with significant studies in
49	49	such areas as aging, cancer, reproduction, parasites, and
50	50	genetic diseases; the university also graduates more health care
51	51	professionals than any other health-related institution in Texas
52	52	and meets the health care needs of nearly three million people
53	53	who live throughout a vast 108-county area; and
54	54	WHEREAS, Joining the system in 2007, Angelo State
55	55	University enrolls more than 10,000 undergraduate, graduate, and
56	56	doctoral students in more than 100 majors and concentrations and
57	57	is directed by President Brian J. May; designated as a
58	58	Hispanic-Serving Institution, Angelo State University was the
59	59	first university in the state to offer a degree in computer
60	60	science, recently introduced its rapidly expanding engineering
61	61	programs, and has been named to the Princeton Review's "Best
62	62	Colleges" list every year since 2010; unique to Angelo State
63	63	University is the Carr Academic Scholarship program, which is
64	64	funded by one of the largest endowments at a regional university
65	65	in the United States and makes scholarships possible for
66	66	approximately one-third of its students; and
67	67	WHEREAS, Texas Tech University Health Sciences Center at
68	68	El Paso became a stand-alone health science center in 2013,
69	69	making it the fourth and newest member of the Texas Tech
70	70	University System; Texas Tech University Health Sciences Center
71	71	at El Paso is composed of the Paul L. Foster School of Medicine,
72	72	the Gayle Greve Hunt School of Nursing, and the Graduate School
73	73	of Biomedical Sciences; headed by Dr. Richard Lange, the
74	74	university enrolls more than 1,000 students, is home to the first
75	75	medical school on the nation's southern border, and conducts
76	76	important research focused on cancer, diabetes and obesity,
77	77	infectious diseases, and the neurosciences; it will soon add the
78	78	Woody L. Hunt School of Dental Medicine to elevate access to
79	79	critical dental care for West Texans; and
80	80	WHEREAS, Students from the Texas Tech University College
81	81	of Agricultural Sciences and Natural Resources Matador Institute
82	82	of Leadership Engagement are present at the Capitol today as they
83	83	cultivate professional leadership skills and participate in key
84	84	issues affecting local, state, and national agriculture and
85	85	policy; also present today are Angelo State University political
86	86	science students representing the Ram Family and getting
87	87	hands-on experience in their studies; members of the student
88	88	government associations from across the Texas Tech University
89	89	System have also traveled to Austin to represent their
90	90	universities and to promote the system's priorities and the
91	91	interests of the student body; and
92	92	WHEREAS, Through its missions, the Texas Tech University
93	93	System and its four component institutions continue to better the
94	94	higher education and health care landscapes, and in so doing, the
95	95	system has contributed to the remarkable achievements of the
96	96	state as a whole; now, therefore, be it
97	97	RESOLVED, That the Senate of the State of Texas, 86th
98	98	Legislature, hereby recognize March 5, 2019, as Texas Tech
99	99	University System Day at the State Capitol and extend a warm
100	100	welcome to all those from the system who are visiting here today.
