2 | 2 | | WHEREAS, Community and business leaders of Eagle Pass are |

3 | 3 | | gathering in Austin on March 6 and 7, 2019, to celebrate Eagle |
---|
4 | 4 | | Pass Legislative Days at the State Capitol; and |
---|
5 | 5 | | WHEREAS, Located in Maverick County along the United |
---|
6 | 6 | | States-Mexico border in southwest Texas, Eagle Pass was |
---|
7 | 7 | | established in 1849 and serves as the county seat; the city was |
---|
8 | 8 | | originally named El Paso del Águila because of the frequent |
---|
9 | 9 | | flights of eagles over the area; and |
---|
10 | 10 | | WHEREAS, Artifacts uncovered throughout Eagle Pass and the |
---|
11 | 11 | | region attest to the presence of hunter-gatherers in prehistoric |
---|
12 | 12 | | times; the area was also visited by Spanish explorers and |
---|
13 | 13 | | settlers, who traversed the Camino Real, later known as Old San |
---|
14 | 14 | | Antonio Road, in greater numbers than in any other section of the |
---|
15 | 15 | | state; various expeditions, including that of Alonso de León in |
---|
16 | 16 | | 1690, served to forge the trail and elevate its significance in |
---|
17 | 17 | | the early history of Texas; and |
---|
18 | 18 | | WHEREAS, In the tumultuous years of the Civil War, Eagle |
---|
19 | 19 | | Pass was a trade depot for the Military Board of Texas, and Fort |
---|
20 | 20 | | Duncan north of the town was occupied by Confederate troops; |
---|
21 | 21 | | after the fort's abandonment during the war, Native American |
---|
22 | 22 | | populations seized control of the region, leading to several |
---|
23 | 23 | | violent skirmishes; and |
---|
24 | 24 | | WHEREAS, Today, City of Eagle Pass officials are committed |
---|
25 | 25 | | to working together to create jobs, encourage young people, and |
---|
26 | 26 | | improve the quality of life in their region; among the |
---|
27 | 27 | | accomplishments in recent years are a renovated public library, |
---|
28 | 28 | | revitalized downtown, completion of infrastructure projects at |
---|
29 | 29 | | ports of entry, upgraded parks with the addition of a skate park, |
---|
30 | 30 | | and construction of a new public safety building; and |
---|
31 | 31 | | WHEREAS, The City of Eagle Pass has established a Business & |
---|
32 | 32 | | Economic Development Committee, which serves as a special |
---|
33 | 33 | | advisory committee to the mayor and city council; it includes |
---|
34 | 34 | | nine standing committees and works through collaborative efforts |
---|
35 | 35 | | with the public and private sector groups to support economic |
---|
36 | 36 | | development and to attract and retain solid business, industry, |
---|
37 | 37 | | and trade, as well as affordable housing; specific goals include |
---|
38 | 38 | | expanding the region's transportation, infrastructure, and |
---|
39 | 39 | | health care services and the establishment of a four-year college |
---|
40 | 40 | | to broaden the educational opportunities provided by local |
---|
41 | 41 | | institutions Sul Ross State University Rio Grande College and |
---|
42 | 42 | | Southwest Texas Junior College; and |
---|
43 | 43 | | WHEREAS, With three international bridges, including a |
---|
44 | 44 | | rail bridge, Eagle Pass and Maverick County have become an |
---|
45 | 45 | | important port of entry for international commerce that supports |
---|
46 | 46 | | over $25.2 billion in manufactured goods and averages 10,000 |
---|
47 | 47 | | cars, 700 commercial trucks, and 3,000 pedestrians daily and over |
---|
48 | 48 | | 450,000 rail cars annually; and |
---|
49 | 49 | | WHEREAS, The city hosted the first Babe Ruth World Series |
---|
50 | 50 | | last summer with teams from throughout the United States, and the |
---|
51 | 51 | | Kickapoo Traditional Tribe of Texas provides an important source |
---|
52 | 52 | | of jobs, revenue, and tourism; visitors to the region can also |
---|
53 | 53 | | learn about area history at Fort Duncan Park and San Juan Plaza |
---|
54 | 54 | | and enjoy outdoor recreation at Maverick County Lake; moreover, |
---|
55 | 55 | | they can stroll the streets of historic downtown Eagle Pass, |
---|
56 | 56 | | which has been designated as a Texas Main Street City by the Texas |
---|
57 | 57 | | Historical Commission; and |
---|
58 | 58 | | WHEREAS, The residents of Eagle Pass, led by Mayor Ramsey |
---|
59 | 59 | | English-Cantu, Mayor Pro Tem Yolanda Ramon, and city council |
---|
60 | 60 | | members Rudy Villalpando, Luis Sifuentes, and William "Billy" |
---|
61 | 61 | | Davis, are justifiably proud of their rich heritage, and it is |
---|
62 | 62 | | most fitting that they be honored for their contributions to the |
---|
63 | 63 | | story of the Lone Star State; now, therefore, be it |
---|
64 | 64 | | RESOLVED, That the Senate of the State of Texas, 86th |
---|
65 | 65 | | Legislature, hereby recognize March 6 and 7, 2019, as Eagle Pass |
---|
66 | 66 | | Legislative Days at the State Capitol and extend to the visiting |
---|
67 | 67 | | delegation sincere best wishes for a meaningful and memorable |
