11 SENATE RESOLUTION NO. 328
22 WHEREAS, When a person is losing blood, every minute
33 counts, and the Stop the Bleed campaign of the American College
44 of Surgeons is informing Americans about vital measures that can
55 be taken to aid trauma victims; and
66 WHEREAS, The initiative was created in the wake of the 2012
77 mass shooting at Sandy Hook Elementary School; in response, the
88 American College of Surgeons brought together senior health care
99 and public safety leaders to produce a program to improve the
1010 survival rate for victims suffering from bleeding injuries; and
1111 WHEREAS, Because a trauma victim can die from loss of blood
1212 within five minutes--before professional first responders may
1313 arrive on the scene--the program teaches bleeding-control
1414 methods that have been developed by the military and emergency
1515 services personnel; by becoming adept at these procedures,
1616 citizens can function as "immediate responders" in dire
1717 situations; and
1818 WHEREAS, The Stop the Bleed program also provides kits that
1919 include such tools as tourniquets, dressings, and topical
2020 hemostatic agents that can be used to offer swift assistance;
2121 these trauma kits can be affixed to walls in public places, much
2222 like the cardiac defibrillators with which many buildings are now
2323 equipped; and
2424 WHEREAS, In addition to installing at least one bleeding
2525 control kit in a readily accessible location, schools can help
2626 ensure that they are prepared for an emergency by conducting
2727 bleeding control training as part of regular physical education
2828 classes; and
2929 WHEREAS, The Stop the Bleed campaign is empowering
3030 individuals across the country to save lives in situations when
3131 time is of the absolute essence, and all Texans are encouraged to
3232 take part in this initiative by learning about proper bleeding
3333 control techniques; now, therefore, be it
3434 RESOLVED, That the Senate of the State of Texas, 86th
3535 Legislature, hereby recognize March 31, 2019, and March 31, 2020,
3636 as Stop the Bleed Day.
