55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of James A. "Jimmy" Turman, who died
77 February 13, 2019, at the age of 91; and
88 WHEREAS, Jimmy Turman was an exemplary citizen and an
99 effective public servant whose work as speaker of the Texas House
1010 of Representatives played an important role in putting the state
1111 on a sound fiscal footing; and
1212 WHEREAS, Born November 29, 1927, he earned degrees at East
1313 Texas State Teachers College and served as a junior high school
1414 principal in Paris before entering the armed forces as a member
1515 of the United States Navy; after his military service, he earned
1616 a doctorate in education and psychology from The University of
1717 Texas in 1957; and
1818 WHEREAS, While still attending college, he followed his
1919 passion for politics, and in 1954, he won his first election to
2020 the Texas Legislature; he was elected speaker of the House in
2121 1961 and was responsible for the passage of a broad-based
2222 statewide sales tax; he also presided over legislation that
2323 provided a pay raise for Texas teachers; and
2424 WHEREAS, After leaving elective politics, he served in a
2525 number of governmental offices; he was chief of staff for United
2626 States Congressman Jim Mattox and was regional director of a
2727 government resettlement program that assisted Vietnamese
2828 refugeesafterthefallofSaigon;heconcludedhiscareerin
2929 public service by serving as a senior research analyst in the
3030 Office of the Comptroller of Public Accounts under Bob
3131 Bullock; and
3232 WHEREAS, Mr. Turman was blessed with a wonderful family;
3333 his wife, Joan Turman, his four stepchildren, his late son, Art
3434 Turman, and his grandchild and five stepgrandchildren were a
3535 source of much pride and joy for him; and
3636 WHEREAS, A man of courage, strength, and generosity, he
3737 gave unselfishly to others, and his wisdom, his commitment to
3838 public service, and his enthusiasm for living each day to the
3939 fullest will not be forgotten by those who were privileged to
4040 share in his life; now, therefore, be it
4141 RESOLVED, That the Senate of the State of Texas, 86th
4242 Legislature, hereby extend sincere condolences to the bereaved
4343 family of James A. Turman; and, be it further
4444 RESOLVED, That a copy of this Resolution be prepared for
4545 his family as an expression of deepest sympathy from the Texas
4646 Senate and that when the Senate adjourns this day, it do so in
4747 memory of Jimmy Turman.
