5 | 5 | | WHEREAS, The Senate of the State of Texas honors and |
---|
6 | 6 | | commemorates the life of James A. "Jimmy" Turman, who died |
---|
7 | 7 | | February 13, 2019, at the age of 91; and |
---|
8 | 8 | | WHEREAS, Jimmy Turman was an exemplary citizen and an |
---|
9 | 9 | | effective public servant whose work as speaker of the Texas House |
---|
10 | 10 | | of Representatives played an important role in putting the state |
---|
11 | 11 | | on a sound fiscal footing; and |
---|
12 | 12 | | WHEREAS, Born November 29, 1927, he earned degrees at East |
---|
13 | 13 | | Texas State Teachers College and served as a junior high school |
---|
14 | 14 | | principal in Paris before entering the armed forces as a member |
---|
15 | 15 | | of the United States Navy; after his military service, he earned |
---|
16 | 16 | | a doctorate in education and psychology from The University of |
---|
17 | 17 | | Texas in 1957; and |
---|
18 | 18 | | WHEREAS, While still attending college, he followed his |
---|
19 | 19 | | passion for politics, and in 1954, he won his first election to |
---|
20 | 20 | | the Texas Legislature; he was elected speaker of the House in |
---|
21 | 21 | | 1961 and was responsible for the passage of a broad-based |
---|
22 | 22 | | statewide sales tax; he also presided over legislation that |
---|
23 | 23 | | provided a pay raise for Texas teachers; and |
---|
24 | 24 | | WHEREAS, After leaving elective politics, he served in a |
---|
25 | 25 | | number of governmental offices; he was chief of staff for United |
---|
26 | 26 | | States Congressman Jim Mattox and was regional director of a |
---|
27 | 27 | | government resettlement program that assisted Vietnamese |
---|
28 | 28 | | refugeesafterthefallofSaigon;heconcludedhiscareerin |
---|
29 | 29 | | public service by serving as a senior research analyst in the |
---|
30 | 30 | | Office of the Comptroller of Public Accounts under Bob |
---|
31 | 31 | | Bullock; and |
---|
32 | 32 | | WHEREAS, Mr. Turman was blessed with a wonderful family; |
---|
33 | 33 | | his wife, Joan Turman, his four stepchildren, his late son, Art |
---|
34 | 34 | | Turman, and his grandchild and five stepgrandchildren were a |
---|
35 | 35 | | source of much pride and joy for him; and |
---|
36 | 36 | | WHEREAS, A man of courage, strength, and generosity, he |
---|
37 | 37 | | gave unselfishly to others, and his wisdom, his commitment to |
---|
38 | 38 | | public service, and his enthusiasm for living each day to the |
---|
39 | 39 | | fullest will not be forgotten by those who were privileged to |
---|
40 | 40 | | share in his life; now, therefore, be it |
---|
41 | 41 | | RESOLVED, That the Senate of the State of Texas, 86th |
---|
42 | 42 | | Legislature, hereby extend sincere condolences to the bereaved |
---|
43 | 43 | | family of James A. Turman; and, be it further |
---|
44 | 44 | | RESOLVED, That a copy of this Resolution be prepared for |
---|
45 | 45 | | his family as an expression of deepest sympathy from the Texas |
---|
46 | 46 | | Senate and that when the Senate adjourns this day, it do so in |
---|
47 | 47 | | memory of Jimmy Turman. |
