| 5 | 5 | | WHEREAS, Each year, the Railroad Commission's Surface |
|---|
| 6 | 6 | | Mining and Reclamation Division recognizes a company for |
|---|
| 7 | 7 | | outstanding and innovative reclamation achievements at Texas |
|---|
| 8 | 8 | | coal mines; the winner is selected according to the criteria of |
|---|
| 9 | 9 | | the Interstate Mining Compact Commission's annual Reclamation |
|---|
| 10 | 10 | | Awards program; and |
|---|
| 11 | 11 | | WHEREAS, In 2019, the Railroad Commission has recognized |
|---|
| 12 | 12 | | the Sabine Mining Company for its successful effort to replant |
|---|
| 13 | 13 | | native grasses on 3,400 contiguous acres near its South |
|---|
| 14 | 14 | | Hallsville No. 1 Mine in Harrison County, restoring the land as a |
|---|
| 15 | 15 | | habitat for bobwhite quail, grassland songbirds, pollinating |
|---|
| 16 | 16 | | insects, grazing livestock, and monarch butterflies; and |
|---|
| 17 | 17 | | WHEREAS, The reclaimed acreage includes streams and |
|---|
| 18 | 18 | | developed ponds, as well as forested corridors to provide |
|---|
| 19 | 19 | | wildlife with protective cover and access to water; these |
|---|
| 20 | 20 | | corridors and stands of trees were developed under the guidance |
|---|
| 21 | 21 | | of biologists and representatives of the Texas Parks and Wildlife |
|---|
| 22 | 22 | | Department; and |
|---|
| 23 | 23 | | WHEREAS, A subsidiary of North American Coal Corporation, |
|---|
| 24 | 24 | | the Sabine Mining Company operates the South Hallsville No. 1 |
|---|
| 25 | 25 | | Mine and the adjacent Rusk Mine, which together employ more than |
|---|
| 26 | 26 | | 280 people and produce more than 4 million tons of lignite coal |
|---|
| 27 | 27 | | each year, helping to fuel the production of electricity in the |
|---|
| 28 | 28 | | Lone Star State; and |
|---|
| 29 | 29 | | WHEREAS, The Sabine Mining Company has made a positive |
|---|
| 30 | 30 | | difference through its land reclamation efforts, and it is truly |
|---|
| 31 | 31 | | deserving of this prestigious award; now, therefore, be it |
|---|
| 32 | 32 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 33 | 33 | | Legislature, hereby congratulate the Sabine Mining Company on |
|---|
| 34 | 34 | | its receipt of the 2019 Reclamation Award from the Railroad |

| 35 | 35 | | Commission of Texas and extend to the company and its personnel |

| 36 | 36 | | sincere best wishes for continued success; and, be it further |
