| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Kirk Edwards, who has been named the 2018 Outstanding |

| 4 | 4 | | Citizen of the Year by the Odessa Chamber of Commerce; and |
|---|
| 5 | 5 | | WHEREAS, An Odessa native, Kirk Edwards is the president |
|---|
| 6 | 6 | | and chief executive officer of Latigo Petroleum; he is an |
|---|
| 7 | 7 | | esteemed resident who is widely admired for his many career |
|---|
| 8 | 8 | | accomplishments and his lifelong commitment to his hometown |
|---|
| 9 | 9 | | community; and |
|---|
| 10 | 10 | | WHEREAS, Kirk's history of civic leadership includes his |
|---|
| 11 | 11 | | former service as a city councilmember, a chairman of the Odessa |
|---|
| 12 | 12 | | Chamber of Commerce, and a board member of the Midland Odessa |
|---|
| 13 | 13 | | Transportation Initiative; he also served as the chairman of the |
|---|
| 14 | 14 | | Chris Kyle Memorial Committee, which oversaw the planning and |
|---|
| 15 | 15 | | placement of a memorial site honoring the treasured veteran and |
|---|
| 16 | 16 | | national hero; and |
|---|
| 17 | 17 | | WHEREAS, Kirk has served in a variety of leadership roles |
|---|
| 18 | 18 | | for The University of Texas of the Permian Basin, and he has been |
|---|
| 19 | 19 | | appointed to state advisory roles by former governor Rick Perry |
|---|
| 20 | 20 | | and Lieutenant Governor Dan Patrick; he was a speaker of the |
|---|
| 21 | 21 | | Texas House appointee to the Oilfield Cleanup Fund Advisory |
|---|
| 22 | 22 | | Committee; and |
|---|
| 23 | 23 | | WHEREAS, Kirk Edwards is a revered citizen who has earned |
|---|
| 24 | 24 | | numerous accolades for his professional, civic, and charitable |
|---|
| 25 | 25 | | service to Odessa and to the State of Texas; he is being honored by |
|---|
| 26 | 26 | | the Odessa Chamber of Commerce at a luncheon on February 7, 2019; |
|---|
| 27 | 27 | | now, therefore, be it |

| 28 | 28 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 29 | 29 | | Legislature, hereby commend Kirk Edwards for his advocacy on |
|---|
| 30 | 30 | | behalf of the Odessa community and the Lone Star State and |
|---|
| 31 | 31 | | congratulate him on his selection as the 2018 Outstanding Citizen |
|---|
| 32 | 32 | | of the Year by the Odessa Chamber of Commerce; and, be it further |

| 33 | 33 | | RESOLVED, That a copy of this Resolution be prepared for |
