| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Judge J. A. Garcia Jr. for his many years of |
|---|
| 4 | 4 | | outstanding service to the people of South Texas; and |
|---|
| 5 | 5 | | WHEREAS, J. A. Garcia Jr. is a native of Brownsville and a |
|---|
| 6 | 6 | | graduate of Texas A&I University; over the course of a long and |
|---|
| 7 | 7 | | distinguished career in public service, he served with wisdom, |
|---|
| 8 | 8 | | professionalism, and a deep commitment to making improvements to |
|---|
| 9 | 9 | | the communities of South Texas and to the lives of its citizens; and |
|---|
| 10 | 10 | | WHEREAS, He was elected in 1968 to the Texas House of |
|---|
| 11 | 11 | | Representatives at a time when few Hispanic citizens held |
|---|
| 12 | 12 | | elective office in Texas; during his tenure in the House, he was a |
|---|
| 13 | 13 | | member of the Committee on State Affairs and introduced bills |
|---|
| 14 | 14 | | that created a stamp for hunting white-winged doves and that |
|---|
| 15 | 15 | | established Texas A&I University at Corpus Christi, for which he |
|---|
| 16 | 16 | | later served as chief fiscal officer; and |
|---|
| 17 | 17 | | WHEREAS, He went on to serve for 28 years as county judge of |
|---|
| 18 | 18 | | Kenedy County; under his leadership, the county acquired |
|---|
| 19 | 19 | | property and constructed the Justice Building, made improvements |
|---|
| 20 | 20 | | to its historic courthouse, and introduced policies that |
|---|
| 21 | 21 | | provided retirement and hospitalization benefits to county |
|---|
| 22 | 22 | | employees; and |
|---|
| 23 | 23 | | WHEREAS, The owner and manager of the JASA Ranch, Judge |
|---|
| 24 | 24 | | Garcia has also been active in a wide range of community |
|---|
| 25 | 25 | | organizations, including the Coastal Bend American Red Cross, |
|---|
| 26 | 26 | | the Raymondville Chamber of Commerce, the John G. Kenedy Memorial |
|---|
| 27 | 27 | | Foundation, and the Lower Rio Grande Valley Development Council; |
|---|
| 28 | 28 | | it is truly fitting that he receive special recognition for his |
|---|
| 29 | 29 | | exceptional achievements; now, therefore, be it |
|---|
| 30 | 30 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 31 | 31 | | Legislature, hereby commend Judge J. A. Garcia Jr. on his many |
|---|
| 32 | 32 | | contributions to the well-being and prosperity of South Texas and |
|---|
| 33 | 33 | | extend to him best wishes for continued success in all his |
|---|
| 34 | 34 | | endeavors; and, be it further |
|---|
| 35 | 35 | | RESOLVED, That a copy of this Resolution be prepared for |
