SENATE RESOLUTION NO. 394 WHEREAS, The Senate of the State of Texas is pleased to recognize Ralph Cervantes for his many contributions to the field of health management; and WHEREAS, Ralph Cervantes served the nation with distinction in the United States Army and the United States Army Reserve for 20 years as a behavioral science specialist and combat medic; a native of San Antonio, he served in Operation Desert Storm and Operation Desert Shield, and he earned a sociology degree from The University of Texas at San Antonio after his retirement from military service; and WHEREAS, In 1992, he joined the staff of the San Antonio Health District as a health program specialist, and he became active in case management for patients with HIV/AIDS; he went on to serve with the Texas Department of State Health Services/Texas Health Steps Program, and he played a major role in the 1996 creation of the Provider Relations Outreach Meeting program, or PROM, a collaborative effort which has become an integral part of the state's provision of care to Medicaid beneficiaries; and WHEREAS, After retiring in 2018 from a position with Community First Health Plans, Mr. Cervantes has continued to serve PROM as a volunteer; he works tirelessly to ensure that its annual conference contributes to the common good and well-being of the people of Texas; and WHEREAS, Ralph Cervantes has had a significant impact on the delivery of health care in our state, and it is truly fitting that he receive special recognition for his efforts; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 86th Legislature, hereby commend Ralph Cervantes on his many achievements in the field of health management and extend to him best wishes for continued success in all his endeavors; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
