| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Ralph Cervantes for his many contributions to the field |
|---|
| 4 | 4 | | of health management; and |
|---|
| 5 | 5 | | WHEREAS, Ralph Cervantes served the nation with |
|---|
| 6 | 6 | | distinction in the United States Army and the United States Army |
|---|
| 7 | 7 | | Reserve for 20 years as a behavioral science specialist and |
|---|
| 8 | 8 | | combat medic; a native of San Antonio, he served in Operation |
|---|
| 9 | 9 | | Desert Storm and Operation Desert Shield, and he earned a |
|---|
| 10 | 10 | | sociology degree from The University of Texas at San Antonio |
|---|
| 11 | 11 | | after his retirement from military service; and |
|---|
| 12 | 12 | | WHEREAS, In 1992, he joined the staff of the San Antonio |
|---|
| 13 | 13 | | Health District as a health program specialist, and he became |
|---|
| 14 | 14 | | active in case management for patients with HIV/AIDS; he went on |
|---|
| 15 | 15 | | to serve with the Texas Department of State Health Services/Texas |
|---|
| 16 | 16 | | Health Steps Program, and he played a major role in the 1996 |
|---|
| 17 | 17 | | creation of the Provider Relations Outreach Meeting program, or |
|---|
| 18 | 18 | | PROM, a collaborative effort which has become an integral part of |
|---|
| 19 | 19 | | the state's provision of care to Medicaid beneficiaries; and |
|---|
| 20 | 20 | | WHEREAS, After retiring in 2018 from a position with |
|---|
| 21 | 21 | | Community First Health Plans, Mr. Cervantes has continued to |
|---|
| 22 | 22 | | serve PROM as a volunteer; he works tirelessly to ensure that its |
|---|
| 23 | 23 | | annual conference contributes to the common good and well-being |
|---|
| 24 | 24 | | of the people of Texas; and |
|---|
| 25 | 25 | | WHEREAS, Ralph Cervantes has had a significant impact on |
|---|
| 26 | 26 | | the delivery of health care in our state, and it is truly fitting |
|---|
| 27 | 27 | | that he receive special recognition for his efforts; now, |
|---|
| 28 | 28 | | therefore, be it |
|---|
| 29 | 29 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 30 | 30 | | Legislature, hereby commend Ralph Cervantes on his many |
|---|
| 31 | 31 | | achievements in the field of health management and extend to him |
|---|
| 32 | 32 | | best wishes for continued success in all his endeavors; and, be |
|---|
