5 | 5 | | WHEREAS, The Senate of the State of Texas honors and |

6 | 6 | | commemorates the life of Evelyn Marie Conner Hicks, who died |
---|
7 | 7 | | March 7, 2019, at the age of 67; and |
---|
8 | 8 | | WHEREAS, Evelyn Hicks was born May 14, 1951, in Dallas, to |
---|
9 | 9 | | Joe Allen Conner and Bertha Mae Bennett; she grew up along with |
---|
10 | 10 | | her brother, James, in the Frazier Courts community in East |
---|
11 | 11 | | Dallas, and she graduated from Lincoln High School in 1969; and |
---|
12 | 12 | | WHEREAS, She attended the University of Houston, and she |
---|
13 | 13 | | began a postgraduate program in education at Texas Southern |
---|
14 | 14 | | University before earning a law degree at the university's |
---|
15 | 15 | | Thurgood Marshall School of Law in 1980; and |
---|
16 | 16 | | WHEREAS, She and her beloved husband, Donald W. Hicks Sr., |
---|
17 | 17 | | met at freshman orientation in college, and the couple was |
---|
18 | 18 | | blessed with two children, Donald and Shana; her three |
---|
19 | 19 | | grandchildren and her nephew and nieces were a source of much |
---|
20 | 20 | | pride and joy for her; and |
---|
21 | 21 | | WHEREAS, She enjoyed a long and distinguished career in the |
---|
22 | 22 | | practice of law; she served as a federal civil rights attorney |
---|
23 | 23 | | with the United States Department of Education and worked for |
---|
24 | 24 | | several prominent Dallas law firms; and |
---|
25 | 25 | | WHEREAS, Active in Dallas County politics, she managed |
---|
26 | 26 | | numerous campaigns and held leadership positions in a range of |
---|
27 | 27 | | organizations, including Dallas Area Rapid Transit, the Southern |
---|
28 | 28 | | Dallas Development Corporation, and the City of Dallas Judicial |
---|
29 | 29 | | Nominating Committee; and |
---|
30 | 30 | | WHEREAS, She was a Silver Star member of Alpha Kappa Alpha |
---|
31 | 31 | | Sorority, Incorporated, and served as a mentor to countless young |
---|
32 | 32 | | sorority members; she was also a longtime member of Mount Sinai |
---|
33 | 33 | | Baptist Church; and |
---|
34 | 34 | | WHEREAS, A devoted wife, mother, and grandmother, she |
---|
35 | 35 | | leaves behind memories that will be treasured forever by her |
---|
36 | 36 | | family and countless friends; now, therefore, be it |
---|
37 | 37 | | RESOLVED, That the Senate of the State of Texas, 86th |
---|
38 | 38 | | Legislature, hereby extend sincere condolences to the bereaved |
---|
39 | 39 | | family of Evelyn Marie Conner Hicks; and, be it further |
---|
40 | 40 | | RESOLVED, That a copy of this Resolution be prepared for |
---|
41 | 41 | | her family as an expression of deepest sympathy from the Texas |
---|
42 | 42 | | Senate and that when the Senate adjourns this day, it do so in |

43 | 43 | | memory of Evelyn Marie Conner Hicks. |
