55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Evelyn Marie Conner Hicks, who died
77 March 7, 2019, at the age of 67; and
88 WHEREAS, Evelyn Hicks was born May 14, 1951, in Dallas, to
99 Joe Allen Conner and Bertha Mae Bennett; she grew up along with
1010 her brother, James, in the Frazier Courts community in East
1111 Dallas, and she graduated from Lincoln High School in 1969; and
1212 WHEREAS, She attended the University of Houston, and she
1313 began a postgraduate program in education at Texas Southern
1414 University before earning a law degree at the university's
1515 Thurgood Marshall School of Law in 1980; and
1616 WHEREAS, She and her beloved husband, Donald W. Hicks Sr.,
1717 met at freshman orientation in college, and the couple was
1818 blessed with two children, Donald and Shana; her three
1919 grandchildren and her nephew and nieces were a source of much
2020 pride and joy for her; and
2121 WHEREAS, She enjoyed a long and distinguished career in the
2222 practice of law; she served as a federal civil rights attorney
2323 with the United States Department of Education and worked for
2424 several prominent Dallas law firms; and
2525 WHEREAS, Active in Dallas County politics, she managed
2626 numerous campaigns and held leadership positions in a range of
2727 organizations, including Dallas Area Rapid Transit, the Southern
2828 Dallas Development Corporation, and the City of Dallas Judicial
2929 Nominating Committee; and
3030 WHEREAS, She was a Silver Star member of Alpha Kappa Alpha
3131 Sorority, Incorporated, and served as a mentor to countless young
3232 sorority members; she was also a longtime member of Mount Sinai
3333 Baptist Church; and
3434 WHEREAS, A devoted wife, mother, and grandmother, she
3535 leaves behind memories that will be treasured forever by her
3636 family and countless friends; now, therefore, be it
3737 RESOLVED, That the Senate of the State of Texas, 86th
3838 Legislature, hereby extend sincere condolences to the bereaved
3939 family of Evelyn Marie Conner Hicks; and, be it further
4040 RESOLVED, That a copy of this Resolution be prepared for
4141 her family as an expression of deepest sympathy from the Texas
4242 Senate and that when the Senate adjourns this day, it do so in
4343 memory of Evelyn Marie Conner Hicks.
