55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of William C. Powers Jr., who died
77 March 10, 2019, at the age of 72; and
88 WHEREAS, Bill Powers was an exemplary citizen and a
99 distinguished scholar, and his admirable leadership at The
1010 University of Texas at Austin had a positive and lasting impact
1111 on its status as a university of the first class; and
1212 WHEREAS, Born on May 30, 1946, Bill Powers grew up in
1313 modest circumstances in Los Angeles, California; he earned a
1414 bachelor's degree in chemistry at the University of California,
1515 Berkeley, and he went on to earn a law degree from Harvard
1616 University; and
1717 WHEREAS, He and his beloved wife, Kim Heilbrun, enjoyed 36
1818 years of marriage together; his children, Matt, Kate, Allison,
1919 Annie, and Reid, and his six grandchildren were a source of much
2020 pride and joy for him; and
2121 WHEREAS, After serving the nation in the United States
2222 Navy, he moved to Austin in 1977 to become a visiting professor at
2323 The University of Texas School of Law; he quickly became known
2424 for his legal and philosophical expertise, and the law school
2525 became his intellectual home for more than four decades; he was
2626 named dean of the law school in 2000, and he rose to the position
2727 of university president in 2006; when he stepped down in 2015 to
2828 return to the law school, he was the second-longest-serving
2929 president in the university's history; and
3030 WHEREAS, Under his outstanding leadership, the university
3131 revamped its undergraduate curriculum and completed an
3232 eight-year fund-raising campaign that raised $3.1 billion; he
3333 was instrumental in the launch of the Longhorn Network and in
3434 laying the groundwork for the establishment of the Dell Medical
3535 School; and
3636 WHEREAS, Throughout his tenure as president, he was a
3737 fierce advocate on behalf of the school's faculty and students,
3838 and he was an eloquent defender of the study of the humanities, as
3939 well as a strong proponent of scientific and engineering
4040 research; he was an avid fan of Longhorn athletics and was often
4141 seen congratulating players on the sidelines and applauding
4242 their successes; and
4343 WHEREAS, Bill Powers was a man of immense intellect and
4444 wide-ranging esoteric interests, yet he had an ability to relate
4545 to people from all walks of life; he was treasured for both his
4646 affable demeanor and his exceptional achievements in the
4747 academic world, and he was beloved and respected by all who were
4848 privileged to share in his life; and
4949 WHEREAS, He was a deeply devoted husband, father, and
5050 grandfather, and he leaves behind memories that will be cherished
5151 forever by his family and countless friends; now, therefore, be it
5252 RESOLVED, That the Senate of the State of Texas, 86th
5353 Legislature, hereby extend sincere condolences to the bereaved
5454 family of William C. Powers Jr.; and, be it further
5555 RESOLVED, That a copy of this Resolution be prepared for
5656 his family as an expression of deepest sympathy from the Texas
5757 Senate and that when the Senate adjourns this day, it do so in
5858 memory of Bill Powers.
