SENATE RESOLUTION NO. 443 WHEREAS, The Senate of the State of Texas is pleased to commend Carlos L. Garcia for his 16 years of outstanding service as chair of the Texas Auto Burglary and Theft Prevention Authority; and WHEREAS, The Texas Auto Burglary and Theft Prevention Authority was established in 1991 by the 72nd Texas Legislature as the Texas Automobile Theft Prevention Authority; the legislature later added burglary deterrence to the agency's mission and placed it under the direction of the Texas Department of Motor Vehicles; and WHEREAS, Carlos Garcia was appointed to the authority by former governor Rick Perry and was named its chair in 2008; he brought a wealth of law enforcement experience to the position, having served for 10 years as chief of the Brownsville Police Department and for seven years as chief of police and security for the Port of Brownsville; and WHEREAS, Under Mr. Garcia's outstanding leadership, the authority has worked tirelessly to further its mission of reducing automobile theft across the state and raising citizen awareness of methods to avoid theft and burglary; and WHEREAS, An exemplary law enforcement officer and public servant, he is respected and admired by his colleagues for his work with the authority, and it is truly fitting that he receive special recognition; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 86th Legislature, hereby commend Carlos L. Garcia on his exceptional service as chair of the Texas Auto Burglary and Theft Prevention Authority and extend to him best wishes for continued success in all his endeavors; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
