| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | commend Carlos L. Garcia for his 16 years of outstanding service |

| 4 | 4 | | as chair of the Texas Auto Burglary and Theft Prevention |

| 5 | 5 | | Authority; and |
|---|
| 6 | 6 | | WHEREAS, The Texas Auto Burglary and Theft Prevention |
|---|
| 7 | 7 | | Authority was established in 1991 by the 72nd Texas Legislature |
|---|
| 8 | 8 | | as the Texas Automobile Theft Prevention Authority; the |
|---|
| 9 | 9 | | legislature later added burglary deterrence to the agency's |
|---|
| 10 | 10 | | mission and placed it under the direction of the Texas Department |
|---|
| 11 | 11 | | of Motor Vehicles; and |
|---|
| 12 | 12 | | WHEREAS, Carlos Garcia was appointed to the authority by |
|---|
| 13 | 13 | | former governor Rick Perry and was named its chair in 2008; he |
|---|
| 14 | 14 | | brought a wealth of law enforcement experience to the position, |
|---|
| 15 | 15 | | having served for 10 years as chief of the Brownsville Police |
|---|
| 16 | 16 | | Department and for seven years as chief of police and security |
|---|
| 17 | 17 | | for the Port of Brownsville; and |
|---|
| 18 | 18 | | WHEREAS, Under Mr. Garcia's outstanding leadership, the |
|---|
| 19 | 19 | | authority has worked tirelessly to further its mission of |
|---|
| 20 | 20 | | reducing automobile theft across the state and raising citizen |
|---|
| 21 | 21 | | awareness of methods to avoid theft and burglary; and |
|---|
| 22 | 22 | | WHEREAS, An exemplary law enforcement officer and public |
|---|
| 23 | 23 | | servant, he is respected and admired by his colleagues for his |
|---|
| 24 | 24 | | work with the authority, and it is truly fitting that he receive |
|---|
| 25 | 25 | | special recognition; now, therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 27 | 27 | | Legislature, hereby commend Carlos L. Garcia on his exceptional |
|---|
| 28 | 28 | | service as chair of the Texas Auto Burglary and Theft Prevention |
|---|
| 29 | 29 | | Authority and extend to him best wishes for continued success in |

| 30 | 30 | | all his endeavors; and, be it further |
