SENATE RESOLUTION NO. 487 WHEREAS, The Senate of the State of Texas is pleased to recognize the Hidalgo County Drainage District 1, which dedicated the new Oscar L. Garza Jr. administration building in Edinburg on March 7, 2019; and WHEREAS, Residents and local leaders in Hidalgo County recently gathered for the ribbon-cutting ceremony for Drainage District's new administrative offices; the building honors the late Oscar Garza, who was a treasured Edinburg native and a three-term Hidalgo County commissioner for Precinct 4; and WHEREAS, Oscar Garza was admired for his charitable spirit and his commitment of service in the community; he gave generously of his time to benefit local youth and underprivileged residents, and he inspired countless individuals through his tireless volunteerism; and WHEREAS, In addition to donating his personal time to civic endeavors, Oscar served the county as a bailiff and as a justice of the peace for several years; he was later elected Precinct 4 commissioner, and during his three terms of service, he became known for maximizing beneficial projects without increasing tax burdens; and WHEREAS, The Oscar L. Garza Jr. administration building is a symbol of Mr. Garza's commitment to the residents of Hidalgo County, and it represents the continued efforts of local leaders to carry on his proud legacy of service; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 86th Legislature, hereby commend the staff of the Hidalgo County Drainage District 1 for their exemplary civic work and congratulate them on the dedication of the Oscar L. Garza Jr. administration building; and, be it further RESOLVED, That a copy of this Resolution be prepared for the district as an expression of esteem from the Texas Senate.
