| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Kellie Fuller for her courageous actions in exposing a |
|---|
| 4 | 4 | | human trafficking operation in Georgetown; and |
|---|
| 5 | 5 | | WHEREAS, Kellie Fuller is a licensed massage therapist |
|---|
| 6 | 6 | | whose practice solely administers to patients referred by |
|---|
| 7 | 7 | | physicians; after a spa opened in her same office complex, she |
|---|
| 8 | 8 | | became aware that it was operating without the proper licensure |
|---|
| 9 | 9 | | and informed licensing officials, which led to the spa being |
|---|
| 10 | 10 | | closed; and |
|---|
| 11 | 11 | | WHEREAS, The spa's owners obtained a license for one person |
|---|
| 12 | 12 | | and reopened, but the business continued to operate with a large |
|---|
| 13 | 13 | | number of unlicensed employees, many of whom were later found to |
|---|
| 14 | 14 | | be the victims of human trafficking; and |
|---|
| 15 | 15 | | WHEREAS, Kellie Fuller documented the spa's activities |
|---|
| 16 | 16 | | after it reopened and tirelessly kept law enforcement officials |
|---|
| 17 | 17 | | informed; the Georgetown Police Department and federal agents |
|---|
| 18 | 18 | | then began an investigation that led to the discovery of one of |
|---|
| 19 | 19 | | the largest human trafficking cases in Texas history; more than a |
|---|
| 20 | 20 | | dozen individuals were arrested and 14 illicit massage parlors |
|---|
| 21 | 21 | | across Central Texas were closed; and |
|---|
| 22 | 22 | | WHEREAS, Kellie Fuller heroically participated in bringing |
|---|
| 23 | 23 | | an end to an operation that sexually exploited numerous young |
|---|
| 24 | 24 | | girls and women; it is truly fitting that she receive special |
|---|
| 25 | 25 | | recognition for her efforts; now, therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 27 | 27 | | Legislature, hereby commend Kellie Fuller on the courage and |
|---|
| 28 | 28 | | determination she exhibited in helping to bring down a human |
|---|
| 29 | 29 | | trafficking operation and extend to her best wishes for continued |
|---|
| 30 | 30 | | success in all her endeavors; and, be it further |
|---|
| 31 | 31 | | RESOLVED, That a copy of this Resolution be prepared for |
|---|
| 32 | 32 | | her as an expression of high regard from the Texas Senate. |
