4	4	William McKinley Thacker Jr.
5	5	WHEREAS, Family and friends will long cherish their
6	6	memories of William McKinley Thacker Jr. of Wichita Falls, who
7	7	passed away on September 6, 2018, at the age of 94; and
8	8	WHEREAS, The son of Iva Wooten Thacker and William McKinley
9	9	Thacker Sr., Bill Thacker was born in Austin on March 13, 1924; he
10	10	attended Wichita Falls High School and interrupted his education
11	11	at The University of Texas at Austin to serve in the European
12	12	theater during World War II; as a gunner with the Eighth Air
13	13	Force, he flew 30 missions on a B-17; he received a Bronze Star
14	14	with three oak leaf clusters, the Air Medal, and the
15	15	European-African-Middle Eastern Campaign Medal, and on November
16	16	11, 2016, he was awarded the French Legion of Honor; and
17	17	WHEREAS, After the war, Mr. Thacker completed both his
18	18	bachelor's degree in business administration and his law degree
19	19	at The University of Texas at Austin, and he began his career as
20	20	an assistant district attorney for Wichita County; in 1953, he
21	21	married Jan Tydings, and they were blessed with three sons,
22	22	Billy, Ty, and Jeff; that same year, Mr. Thacker also joined an
23	23	oil and gas company, Fain and McGaha, where he developed a love of
24	24	the industry and a strong sense of civic responsibility; in 1990,
25	25	he and his son, Ty, established 3-T Exploration, and he served as
26	26	its general counsel for the rest of his life; he was also the
27	27	founder and principal owner of 5-T Properties, a family
28	28	partnership; benefiting his profession, he was president of the
29	29	North Texas Oil & Gas Association, and he served as vice
30	30	president of the Texas Oil & Gas Association from 1972 until his
31	31	death; and
32	32	WHEREAS, Mr. Thacker shared a rewarding marriage of 49
33	33	years with his first wife until her passing, in 2002; fortunate
34	34	enough to find love a second time, he wed Pat Morrison in 2005,
35	35	and with the passing years, his family grew to include five
36	36	grandchildren, Thomas, Sadie, Kagen, Olivia, and McKinley, and a
37	37	great-grandson, Tydings; a man of faith, Mr. Thacker served
38	38	First United Methodist Church in numerous capacities; he was a
39	39	leader in scouting as well, serving as president of the Northwest
40	40	Texas Council of Boy Scouts of America, and in 2018, when he
41	41	received the 50-Year Veteran Award, he was recognized as Chief
42	42	Scout of the council; moreover, the main entrance to Camp Perkins
43	43	was named Thacker Way in his honor; and
44	44	WHEREAS, A kind, humble, and caring man, Bill Thacker was
45	45	deeply devoted to his family, his community, and his country, and
46	46	he is remembered with admiration and affection by all who were
47	47	privileged to know him; now, therefore, be it
48	48	RESOLVED, That the Senate of the State of Texas, 86th
49	49	Legislature, hereby pay tribute to the life of William McKinley
50	50	Thacker Jr. and extend sincere condolences to his loved ones;
51	51	and, be it further
52	52	RESOLVED, That an official copy of this Resolution be
53	53	prepared for his family and that when the Texas Senate adjourns
54	54	this day, it do so in memory of Bill Thacker.
