5 | 5 | | Interstate Mining Compact Commission; and |

6 | 6 | | WHEREAS, Each year, the Surface Mining and Reclamation |
---|
7 | 7 | | Division of the Railroad Commission of Texas recognizes a company |
---|
8 | 8 | | for outstanding and innovative reclamation achievements at Texas |
---|
9 | 9 | | coal mines; the winner is selected according to the criteria of |
---|
10 | 10 | | the IMCC's annual Reclamation Awards program; and |
---|
11 | 11 | | WHEREAS, In 2019, the commission has recognized the Sabine |
---|
12 | 12 | | Mining Company for its successful effort to replant native |
---|
13 | 13 | | grasses on 3,400 contiguous acres near its South Hallsville No. 1 |
---|
14 | 14 | | Mine in Harrison County, restoring the land as a habitat for |
---|
15 | 15 | | bobwhite quail, grassland songbirds, pollinating insects, |
---|
16 | 16 | | grazing livestock, and monarch butterflies; and |
---|
17 | 17 | | WHEREAS, The reclaimed acreage includes streams and |
---|
18 | 18 | | developed ponds, as well as forested corridors to provide wildlife |
---|
19 | 19 | | with protective cover and access to water; these corridors and |
---|
20 | 20 | | stands of trees were developed under the guidance of biologists and |
---|
21 | 21 | | representatives of the Texas Parks and Wildlife Department; the |
---|
22 | 22 | | Interstate Mining Compact Commission independently recognized the |
---|
23 | 23 | | success of this project by awarding Sabine the National Mine |
---|
24 | 24 | | Reclamation Award in the coal category; and |
---|
25 | 25 | | WHEREAS, A subsidiary of North American Coal Corporation, |
---|
26 | 26 | | the Sabine Mining Company operates the South Hallsville No. 1 |
---|
27 | 27 | | Mine and the adjacent Rusk Mine, which together employ more than |
---|
28 | 28 | | 280 people; the two mines help fuel the production of electricity |
---|
29 | 29 | | in the Lone Star State by producing more than four million tons of |
---|
30 | 30 | | lignite coal each year for the H. W. Pirkey Power Plant, which is |
---|
31 | 31 | | owned and operated by Southwestern Electric Power Company, a |
---|
32 | 32 | | subsidiary of American Electric Power; with the support and |
---|
33 | 33 | | cooperation of Southwestern Electric, Sabine has not only met, |
---|
34 | 34 | | but exceeded its reclamation obligations under state and federal |
---|
35 | 35 | | law; and |
---|
36 | 36 | | WHEREAS, The Sabine Mining Company has made a positive |
---|
37 | 37 | | difference through its land reclamation efforts, and it is truly |
---|
38 | 38 | | deserving of this prestigious award; now, therefore, be it |
---|
39 | 39 | | RESOLVED, That the Senate of the State of Texas, 86th |
---|
40 | 40 | | Legislature, hereby congratulate the Sabine Mining Company on |
---|
41 | 41 | | its receipt of the 2019 Reclamation Award from the Railroad |
---|
42 | 42 | | Commission of Texas and the 2019 IMCC National Mine Reclamation |

43 | 43 | | Award and extend to the company and its personnel sincere best |
