11 SENATE RESOLUTION NO. 522
22 WHEREAS, The Sabine Mining Company of Harrison County has
33 earned the 2019 Reclamation Award from the Railroad Commission of
44 Texas and the 2019 National Mine Reclamation Award from the
55 Interstate Mining Compact Commission; and
66 WHEREAS, Each year, the Surface Mining and Reclamation
77 Division of the Railroad Commission of Texas recognizes a company
88 for outstanding and innovative reclamation achievements at Texas
99 coal mines; the winner is selected according to the criteria of
1010 the IMCC's annual Reclamation Awards program; and
1111 WHEREAS, In 2019, the commission has recognized the Sabine
1212 Mining Company for its successful effort to replant native
1313 grasses on 3,400 contiguous acres near its South Hallsville No. 1
1414 Mine in Harrison County, restoring the land as a habitat for
1515 bobwhite quail, grassland songbirds, pollinating insects,
1616 grazing livestock, and monarch butterflies; and
1717 WHEREAS, The reclaimed acreage includes streams and
1818 developed ponds, as well as forested corridors to provide wildlife
1919 with protective cover and access to water; these corridors and
2020 stands of trees were developed under the guidance of biologists and
2121 representatives of the Texas Parks and Wildlife Department; the
2222 Interstate Mining Compact Commission independently recognized the
2323 success of this project by awarding Sabine the National Mine
2424 Reclamation Award in the coal category; and
2525 WHEREAS, A subsidiary of North American Coal Corporation,
2626 the Sabine Mining Company operates the South Hallsville No. 1
2727 Mine and the adjacent Rusk Mine, which together employ more than
2828 280 people; the two mines help fuel the production of electricity
2929 in the Lone Star State by producing more than four million tons of
3030 lignite coal each year for the H. W. Pirkey Power Plant, which is
3131 owned and operated by Southwestern Electric Power Company, a
3232 subsidiary of American Electric Power; with the support and
3333 cooperation of Southwestern Electric, Sabine has not only met,
3434 but exceeded its reclamation obligations under state and federal
3535 law; and
3636 WHEREAS, The Sabine Mining Company has made a positive
3737 difference through its land reclamation efforts, and it is truly
3838 deserving of this prestigious award; now, therefore, be it
3939 RESOLVED, That the Senate of the State of Texas, 86th
4040 Legislature, hereby congratulate the Sabine Mining Company on
4141 its receipt of the 2019 Reclamation Award from the Railroad
4242 Commission of Texas and the 2019 IMCC National Mine Reclamation
4343 Award and extend to the company and its personnel sincere best
4444 wishes for continued success; and, be it further
4545 RESOLVED, That an official copy of this Resolution be
4646 prepared for the Sabine Mining Company as an expression of high
4747 regard by the Texas Senate.
