11 SENATE RESOLUTION NO. 525
22 WHEREAS, Ken Levine retired as Director of the Sunset Advisory
33 Commission on August 31, 2018, thus drawing to a close an exemplary
44 career that spanned 37 years with the legislative agency; and
55 WHEREAS, Hired to serve the commission in 1981, Mr. Levine
66 was instrumental in the development of thousands of proposals to
77 improve government operations and programs through his leadership
88 and participation in the commission's recommendations; he
99 conducted and supervised reviews of agencies and programs
1010 related to areas that impact all Texans' lives, such as alcoholic
1111 beverages, water resources, insurance, and human services; after
1212 serving as assistant director, he was promoted to deputy director
1313 in 1995, and 14 years later, he was appointed to lead the agency
1414 in the position of director; and
1515 WHEREAS, Mr. Levine is recognized on the state and national
1616 levels as an expert and a leader in public policy and program
1717 evaluation; he is a Fellow of the Center for Public Policy
1818 Dispute Resolution at The University of Texas School of Law; he
1919 has held several leadership positions with the National
2020 Conference of State Legislatures; he served for five years on its
2121 Executive Committee and for 11 years on its Legislative Staff
2222 Coordinating Committee; he was elected to serve for three terms
2323 on the National Legislative Program Evaluation Society's
2424 Executive Committee and served as both its chair and vice chair;
2525 he has given numerous presentations on program evaluation and the
2626 Sunset process before state, national, and international
2727 audiences; Mr. Levine holds a degree from The University of Texas
2828 at Austin and a master's degree from the institution's Lyndon
2929 B. Johnson School of Public Affairs; and
3030 WHEREAS, Through his leadership, professionalism, and
3131 steadfast commitment to promoting good governance, Ken Levine
3232 has greatly benefited his fellow Texans, and he may indeed
3333 reflect with pride on a career well spent and much appreciated; and
3434 WHEREAS, Mr. Levine is now able to pursue his longtime
3535 passion for traveling and to attend baseball games and enjoy
3636 playing and hearing all genres of music; in addition, he enjoys
3737 spending more time with his family, especially with his wife of
3838 33 years, Ellie, and their daughter, Katie; now, therefore, be it
3939 RESOLVED, That the Senate of the State of Texas, 86th
4040 Legislature, hereby congratulate Ken Levine on his exceptional
4141 career and on his retirement as director of the Sunset Advisory
4242 Commission and extend to him sincere best wishes for the future;
4343 and, be it further
4444 RESOLVED, That a copy of this Resolution be prepared for
4545 Ken Levine as an expression of high regard from the Texas Senate.
