2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | join promotores and community health workers from across the |
---|
4 | 4 | | state in celebrating April 8, 2019, as Texas Promotores and |
---|
5 | 5 | | Community Health Workers Day at the Capitol; and |
---|
6 | 6 | | WHEREAS, Promotores and community health workers have long |
---|
7 | 7 | | been an invaluable resource in the many communities they serve |
---|
8 | 8 | | across Texas, and this year marks the 20th anniversary of the |
---|
9 | 9 | | first formal recognition of their profession; and |
---|
10 | 10 | | WHEREAS, In 1999, the 76th Texas Legislature enacted |
---|
11 | 11 | | legislation that recognized the role of promotores and community |
---|
12 | 12 | | health workers and initiated the process of establishing a |
---|
13 | 13 | | standardized certification program; the profession was included |
---|
14 | 14 | | by the United States Department of Labor among its standard job |
---|
15 | 15 | | classifications in 2010, and the Texas certification program is |
---|
16 | 16 | | now being replicated in many other states; and |
---|
17 | 17 | | WHEREAS, Promotores and community health workers are |
---|
18 | 18 | | trusted community members who work tirelessly to promote |
---|
19 | 19 | | preventive health care and wellness among the most vulnerable and |
---|
20 | 20 | | underserved residents in minority populations; and |
---|
21 | 21 | | WHEREAS, These devoted specialists and caregivers |
---|
22 | 22 | | integrate information about general health and the public health |
---|
23 | 23 | | care system into the community's culture, language, and value |
---|
24 | 24 | | systems and thereby improve access to health and social services; |
---|
25 | 25 | | they conduct outreach programs in residences, community centers, |
---|
26 | 26 | | clinics, hospitals, schools, worksites, and shelters, and at |
---|
27 | 27 | | local cultural events, faith-based locales, and social service |
---|
28 | 28 | | organizations; and |
---|
29 | 29 | | WHEREAS, They play an important role as community health |
---|
30 | 30 | | and wellness advocates, and they provide culturally and |
---|
31 | 31 | | linguistically appropriate education and raise awareness about |
---|
32 | 32 | | the prevention and treatment of illness; they also help community |
---|
33 | 33 | | members navigate the complexities of accessing health services |
---|
34 | 34 | | such as early detection screening and treatment of illness as |
---|
35 | 35 | | well as pain and disease management; these efforts improve the |
---|
36 | 36 | | quality of care and the level of compliance with prescribed care |
---|
37 | 37 | | and ultimately save lives; now, therefore, be it |
---|
38 | 38 | | RESOLVED, That the Senate of the State of Texas, 86th |
---|
39 | 39 | | Legislature, hereby commend all those participating in the Texas |
---|
40 | 40 | | Promotores and Community Health Workers Day at the State Capitol |
---|
41 | 41 | | and extend to them best wishes for a memorable celebration; and, |
---|
