| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Senior Sergeant Mickey Spillane Tolbert, who is |
|---|
| 4 | 4 | | retiring from the Dallas County Sheriff's Department on April 30, |
|---|
| 5 | 5 | | 2019, after 32 years of exceptional service; and |
|---|
| 6 | 6 | | WHEREAS, Mickey Tolbert began his long career with the |
|---|
| 7 | 7 | | Dallas County Sheriff's Department in 1987 as an officer with the |
|---|
| 8 | 8 | | Detention Service Office, and he was promoted to deputy in |
|---|
| 9 | 9 | | January of 1989; and |
|---|
| 10 | 10 | | WHEREAS, He distinguished himself working in numerous |
|---|
| 11 | 11 | | capacities as a deputy sheriff, and in 1998, he was promoted to |
|---|
| 12 | 12 | | the rank of senior sergeant; he became a respected leader at the |
|---|
| 13 | 13 | | department while serving as commander of the Planning and |
|---|
| 14 | 14 | | Research Unit; and |
|---|
| 15 | 15 | | WHEREAS, For the last 12 years of his career, Sergeant |
|---|
| 16 | 16 | | Tolbert has been a member of the Dallas County North Texas Auto |
|---|
| 17 | 17 | | Task Force, a regional task force that serves several North Texas |
|---|
| 18 | 18 | | counties; in addition to writing grants and coordinating funds |
|---|
| 19 | 19 | | for the task force, he has played a vital role in bait and covert |
|---|
| 20 | 20 | | operations, and he has been indispensable as a liaison and |
|---|
| 21 | 21 | | oversight officer for regional law enforcement partners; and |
|---|
| 22 | 22 | | WHEREAS, Sergeant Tolbert has manifested uncommon talent |
|---|
| 23 | 23 | | in managing the complex responsibilities of a law enforcement |
|---|
| 24 | 24 | | officer; he has led by example and has been a trusted mentor to |
|---|
| 25 | 25 | | many, and his presence at the Dallas County Sheriff's Department |
|---|
| 26 | 26 | | will be greatly missed; now, therefore, be it |
|---|
| 27 | 27 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 28 | 28 | | Legislature, hereby commend Senior Sergeant Mickey Spillane |
|---|
| 29 | 29 | | Tolbert on his outstanding career with the Dallas County |
|---|
| 30 | 30 | | Sheriff's Department and his many contributions to the North |
|---|
| 31 | 31 | | Texas communities and extend to him best wishes for the future; |
|---|
| 32 | 32 | | and, be it further |

| 33 | 33 | | RESOLVED, That a copy of this Resolution be prepared for |

| 34 | 34 | | him as an expression of esteem from the Texas Senate. |
