11 SENATE RESOLUTION NO. 645
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Douglas Faseler, who is retiring from his position as
44 city manager of Seguin after more than two decades of outstanding
55 service to the city; and
66 WHEREAS, Douglas Faseler has managed the city for the last
77 14 years, which is the longest tenure of any city manager since the
88 city adopted the council/manager form of government in 1986; he
99 began his career with the City of Seguin in 1996 as assistant city
1010 manager and was responsible for all utility operations; he was
1111 promoted in January of 2006 to the position of city manager; and
1212 WHEREAS, During his tenure he has spearheaded projects that
1313 have changed the face of Seguin; accomplishments under his
1414 leadership include the planning and construction of the Seguin
1515 Public Library, the Animal Services Center, the Utility Operations
1616 Center, Fire Station 3, Park West, the Walnut Springs Park and
1717 Trail, and a new development center; he also has been at the
1818 forefront of aggressive infrastructure capital improvement
1919 programs that have included work on streets, drainage, and
2020 sidewalks and on water, sanitary sewer, and electric projects; and
2121 WHEREAS, In addition, Mr. Faseler has had a positive
2222 economic impact on Seguin, having been a key player involved with
2323 several economic development projects, such as the recruitment
2424 of Caterpillar, Niagara Bottling, the Rio Nogales Power Plant,
2525 and Continental expansions; and
2626 WHEREAS, In 2012, he negotiated a $20 million settlement
2727 with CPS Energy on behalf of the City of Seguin, Guadalupe
2828 County, and the Seguin and Navarro Independent School Districts;
2929 the negotiation was in response to the Rio Nogales Power Plant
3030 tax exempt status, which occurred when it was purchased by the
3131 municipally owned CPS Energy; and
3232 WHEREAS, Mr. Faseler previously served as president of the
3333 Texas Public Power Association and has been recognized statewide
3434 by the Texas City Management Association as an Administrator of
3535 the Year; and
3636 WHEREAS, Among all his accomplishments, Mr. Faseler has
3737 noted that one of his proudest is the highly skilled professional
3838 staff that he has assembled during his City of Seguin
3939 career--"They are all top-notch," he has stated; now, therefore,
4040 be it
4141 RESOLVED, That the Senate of the State of Texas, 86th
4242 Legislature, hereby commend Douglas Faseler on his many
4343 achievements and on his 38 years of exceptional public service;
4444 and, be it further
4545 RESOLVED, That a copy of this Resolution be prepared for
4646 Douglas Faseler as an expression of high regard from the
4747 Texas Senate.
