2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | recognize Douglas Faseler, who is retiring from his position as |
---|
4 | 4 | | city manager of Seguin after more than two decades of outstanding |
---|
5 | 5 | | service to the city; and |
---|
6 | 6 | | WHEREAS, Douglas Faseler has managed the city for the last |
---|
7 | 7 | | 14 years, which is the longest tenure of any city manager since the |
---|
8 | 8 | | city adopted the council/manager form of government in 1986; he |
---|
9 | 9 | | began his career with the City of Seguin in 1996 as assistant city |
---|
10 | 10 | | manager and was responsible for all utility operations; he was |
---|
11 | 11 | | promoted in January of 2006 to the position of city manager; and |
---|
12 | 12 | | WHEREAS, During his tenure he has spearheaded projects that |
---|
13 | 13 | | have changed the face of Seguin; accomplishments under his |
---|
14 | 14 | | leadership include the planning and construction of the Seguin |
---|
15 | 15 | | Public Library, the Animal Services Center, the Utility Operations |
---|
16 | 16 | | Center, Fire Station 3, Park West, the Walnut Springs Park and |
---|
17 | 17 | | Trail, and a new development center; he also has been at the |
---|
18 | 18 | | forefront of aggressive infrastructure capital improvement |
---|
19 | 19 | | programs that have included work on streets, drainage, and |
---|
20 | 20 | | sidewalks and on water, sanitary sewer, and electric projects; and |
---|
21 | 21 | | WHEREAS, In addition, Mr. Faseler has had a positive |
---|
22 | 22 | | economic impact on Seguin, having been a key player involved with |
---|
23 | 23 | | several economic development projects, such as the recruitment |
---|
24 | 24 | | of Caterpillar, Niagara Bottling, the Rio Nogales Power Plant, |
---|
25 | 25 | | and Continental expansions; and |
---|
26 | 26 | | WHEREAS, In 2012, he negotiated a $20 million settlement |
---|
27 | 27 | | with CPS Energy on behalf of the City of Seguin, Guadalupe |
---|
28 | 28 | | County, and the Seguin and Navarro Independent School Districts; |
---|
29 | 29 | | the negotiation was in response to the Rio Nogales Power Plant |
---|
30 | 30 | | tax exempt status, which occurred when it was purchased by the |
---|
31 | 31 | | municipally owned CPS Energy; and |
---|
32 | 32 | | WHEREAS, Mr. Faseler previously served as president of the |
---|
33 | 33 | | Texas Public Power Association and has been recognized statewide |
---|
34 | 34 | | by the Texas City Management Association as an Administrator of |
---|
35 | 35 | | the Year; and |
---|
36 | 36 | | WHEREAS, Among all his accomplishments, Mr. Faseler has |
---|
37 | 37 | | noted that one of his proudest is the highly skilled professional |
---|
38 | 38 | | staff that he has assembled during his City of Seguin |
---|
39 | 39 | | career--"They are all top-notch," he has stated; now, therefore, |
---|
40 | 40 | | be it |
---|
41 | 41 | | RESOLVED, That the Senate of the State of Texas, 86th |
---|
42 | 42 | | Legislature, hereby commend Douglas Faseler on his many |
---|
43 | 43 | | achievements and on his 38 years of exceptional public service; |
---|
44 | 44 | | and, be it further |
---|
45 | 45 | | RESOLVED, That a copy of this Resolution be prepared for |

46 | 46 | | Douglas Faseler as an expression of high regard from the |
