11 SENATE RESOLUTION NO. 650
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize the ninth anniversary of the installation of the
44 19th-Century Black Legislators' Monument at the Texas State
55 Cemetery; and
66 WHEREAS, In March of 2010, the Texas State Cemetery honored
77 the 52 African American men who served in the Texas Legislature
88 or participated in Texas constitutional conventions, or both, in
99 the years following emancipation; and
1010 WHEREAS, At the close of the Civil War, cities in Texas
1111 enforced codes to restrict the rights of African Americans; the
1212 federal government intervened to remove the restrictions, and
1313 between 1867 and 1900, 52 African American Texans worked to help
1414 structure the state's laws and constitution; and
1515 WHEREAS, These pioneering statesmen represented a variety
1616 of backgrounds, experiences, and occupations; they strived to
1717 safeguard voting rights and educational opportunities, and they
1818 worked to reform the prison system, end railroad car segregation
1919 and the poll tax, and protect both skilled and agricultural
2020 workers; they lost their voice once again around the turn of the
2121 century, when discriminatory laws were reinstated to exclude
2222 African American citizens from political life; and
2323 WHEREAS, The installation of the 19th-Century Black
2424 Legislators' Monument began with the research of Larry Thomas,
2525 who went on to serve as the monument's project director; those
2626 honored by the monument provided a courageous voice during a
2727 tumultuous period in our history, and their contributions to our
2828 state will not be forgotten; now, therefore, be it
2929 RESOLVED, That the Senate of the State of Texas, 86th
3030 Legislature, hereby recognize the significance of the
3131 19th-Century Black Legislators' Monument at the Texas State
3232 Cemetery and extend appreciation to all who contributed to the
3333 monument's creation and installation; and, be it further
3434 RESOLVED, That a copy of this Resolution be prepared as a
3535 tribute to all who participated in this special project.
