| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Dr. Tarron J. Richardson for his outstanding service |
|---|
| 4 | 4 | | as DeSoto city manager; and |
|---|
| 5 | 5 | | WHEREAS, Dr. Richardson began his distinguished career in |
|---|
| 6 | 6 | | DeSoto in 2009 as assistant city manager, after holding a number |
|---|
| 7 | 7 | | of city leadership positions in Richmond, Virginia, and |
|---|
| 8 | 8 | | Coatesville, Pennsylvania; he was named DeSoto city manager and |
|---|
| 9 | 9 | | chief executive officer in 2011; and |
|---|
| 10 | 10 | | WHEREAS, Under his leadership, the City of DeSoto's |
|---|
| 11 | 11 | | financial health and stability significantly improved, and during |
|---|
| 12 | 12 | | challenging economic circumstances, the city was able to maintain a |
|---|
| 13 | 13 | | constant tax rate for four consecutive years; the city also |
|---|
| 14 | 14 | | received two bond-rating upgrades and achieved unprecedented |
|---|
| 15 | 15 | | growth in its fund reserves and revenue sources; and |
|---|
| 16 | 16 | | WHEREAS, Over a three-year period, Dr. Richardson has been |
|---|
| 17 | 17 | | instrumental in implementing a 1.75 percent tax reduction and in |
|---|
| 18 | 18 | | increasing the city's contribution rate to city employees' |
|---|
| 19 | 19 | | retirement plans; he has also played an important role in helping |
|---|
| 20 | 20 | | multiple city departments receive national and state |
|---|
| 21 | 21 | | accreditation awards; and |
|---|
| 22 | 22 | | WHEREAS, An exemplary public servant, Dr. Richardson is |
|---|
| 23 | 23 | | respected and admired by his colleagues and area citizens, and |
|---|
| 24 | 24 | | his presence as DeSoto city manager will be greatly missed; now, |
|---|
| 25 | 25 | | therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 27 | 27 | | Legislature, hereby commend Dr. Tarron J. Richardson on his many |
|---|
| 28 | 28 | | contributions to the City of DeSoto and extend to him best wishes |
|---|
| 29 | 29 | | for continued success in all his endeavors; and, be it further |
|---|
| 30 | 30 | | RESOLVED, That a copy of this Resolution be prepared for |
|---|
| 31 | 31 | | him as an expression of esteem from the Texas Senate. |
