11 SENATE RESOLUTION NO. 684
22 WHEREAS, Cancer remains one of the most pressing public
33 health concerns in the United States, and it is estimated that in
44 2019, more than 1.7 million Americans will be diagnosed with
55 cancer and over 600,000 will die from the disease; and
66 WHEREAS, One in every two men and one in every three women
77 in the United States will learn that they have cancer during his
88 or her lifetime; cancer is currently the second leading cause of
99 death in the nation, and it is on track to become the number one
1010 disease-related killer; among some racial and ethnic minorities,
1111 as well as low-income and elderly populations, it exacts an even
1212 greater toll in terms of incidence, prevalence, and mortality; and
1313 WHEREAS, Cancer is projected to cost the United States
1414 approximately $170 billion in 2019, and the economic burden of
1515 the disease is expected to rise along with the number of
1616 cancer-related deaths; and
1717 WHEREAS, Advancements in understanding the causes,
1818 mechanisms, diagnoses, treatment, and prevention of cancer have
1919 led to cures for many types and have converted others into
2020 manageable chronic conditions; effective therapies and screening
2121 tools for certain forms of cancer remain elusive, however, and
2222 some, such as pancreatic, liver, lung, ovarian, and brain cancer,
2323 continue to have extraordinarily high mortality rates; and
2424 WHEREAS, Partnerships among research scientists, cancer
2525 survivors, patient advocates, philanthropic organizations,
2626 government entities, and the general public have resulted in
2727 breakthroughs that have increased early detection and survival
2828 rates and improved the quality of life of cancer sufferers; and
2929 WHEREAS, The Cancer Prevention Research Institute of Texas
3030 is the second-largest source of cancer research after the
3131 National Cancer Institute; since its establishment in 2007,
3232 CPRIT has recruited over 170 researchers to the state, created
3333 more than 10,000 permanent jobs, increased biotech investment in
3434 the state by 11 percent, and detected over 15,000 cancer
3535 precursors and 3,500 cancers; CPRIT has additionally facilitated
3636 109 clinical trials and studies that have involved some 13,000
3737 patients, and the $2 billion that the State of Texas has invested
3838 through CPRIT to date has produced $2.7 billion in outside
3939 investment; and
4040 WHEREAS, The State of Texas is fortunate to have scientists
4141 and researchers of exceptional skill who are on the front lines
4242 of the fight against cancer, and National Cancer Research Month
4343 in May provides an opportune time to express our support for
4444 their lifesaving efforts; now, therefore, be it
4545 RESOLVED, That the Senate of the State of Texas, 86th
4646 Legislature, hereby recognize May 2019 as Cancer Research Month
4747 in Texas and honor the invaluable contributions of researchers in
4848 the Lone Star State and beyond for their dedication to ending the
4949 cancer epidemic.
