| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Cathryn Horton, who is retiring from the Texas Health |

| 4 | 4 | | and Human Services Commission after more than 35 years of |
|---|
| 5 | 5 | | exemplary state service; and |
|---|
| 6 | 6 | | WHEREAS, Cathy Horton began working on behalf of Texans by |
|---|
| 7 | 7 | | serving as a case manager for aging and disabled adults at the |
|---|
| 8 | 8 | | Texas Department of Human Services, and she has been dedicated to |
|---|
| 9 | 9 | | serving these vulnerable populations throughout her career; and |
|---|
| 10 | 10 | | WHEREAS, After her tenure as a case manager, Cathy guided |
|---|
| 11 | 11 | | the Utilization Management and Review units at the Department of |
|---|
| 12 | 12 | | Aging and Disability Services, and she went on to spearhead the |
|---|
| 13 | 13 | | development of the utilization review process for Medicaid's |
|---|
| 14 | 14 | | STAR+PLUS Home and Community Based Services program; she is |
|---|
| 15 | 15 | | retiring from the Texas Health and Human Services Commission as |
|---|
| 16 | 16 | | lead director of Utilization Review in the Medicaid and CHIP |
|---|
| 17 | 17 | | Services Division; and |
|---|
| 18 | 18 | | WHEREAS, Wherever she has served, Cathy has worked |
|---|
| 19 | 19 | | diligently to help citizens access the resources they need to |
|---|
| 20 | 20 | | thrive in their day-to-day lives; she is respected and admired by |
|---|
| 21 | 21 | | her colleagues, and her presence at the Texas Health and Human |
|---|
| 22 | 22 | | Services Commission will be greatly missed; now, therefore, be it |
|---|
| 23 | 23 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 24 | 24 | | Legislature, hereby commend Cathryn Horton on her distinguished |
|---|
| 25 | 25 | | career in public service and her many contributions to the state |
|---|
| 26 | 26 | | and extend to her best wishes for the future; and, be it further |
|---|
| 27 | 27 | | RESOLVED, That a copy of this Resolution be prepared for |

| 28 | 28 | | her as an expression of esteem from the Texas Senate. |
