2 | 2 | | WHEREAS, Corporal Joshua Moer of the Texas Department of |

3 | 3 | | Public Safety has been honored as the 2018 Trooper of the Year by |

4 | 4 | | the International Association of Chiefs of Police in recognition |

5 | 5 | | of his swift, decisive, and courageous actions that were |
---|
6 | 6 | | instrumental in saving the life of an individual who had been |
---|
7 | 7 | | kidnapped; and |
---|
8 | 8 | | WHEREAS, On the morning of April 26, 2018, a 20-year-old |
---|
9 | 9 | | woman was abducted in Norman, Oklahoma, by her estranged |
---|
10 | 10 | | boyfriend, who held her captive during a harrowing three-hour |
---|
11 | 11 | | drive; the perpetrator's vehicle was spotted shortly after it |
---|
12 | 12 | | crossed the Oklahoma-Texas border on I-44, and numerous Texas law |
---|
13 | 13 | | enforcement agencies joined in a chase through the Wichita Falls |
---|
14 | 14 | | area that reached speeds of nearly 150 miles per hour; and |
---|
15 | 15 | | WHEREAS, Officers managed to lay a spike strip across the |
---|
16 | 16 | | road near Vernon that successfully disabled the suspect's car; |
---|
17 | 17 | | Corporal Moer was one of the first on the scene, and as he and |
---|
18 | 18 | | other officers approached, the kidnapped woman ran from the car |
---|
19 | 19 | | in a desperate attempt to escape; her assailant gave chase, |
---|
20 | 20 | | tackled her to the ground, and began to stab her; and |
---|
21 | 21 | | WHEREAS, Corporal Moer fired a shot and ordered the man to |
---|
22 | 22 | | stop; the perpetrator continued his attack, and Corporal Moer and |
---|
23 | 23 | | another officer fired their weapons, striking the man and killing |
---|
24 | 24 | | him; working in conjunction with the other first responders, |
---|
25 | 25 | | Corporal Moer assisted in providing first aid to the woman, who |
---|
26 | 26 | | had suffered more than a dozen stab wounds; thanks to the |
---|
27 | 27 | | officers' intervention and the prompt medical attention that |
---|
28 | 28 | | followed,shesurvived;amonthlater,shetraveledbackto |
---|
29 | 29 | | Wichita Falls to personally thank the individuals who rescued |
---|
30 | 30 | | her; and |
---|
31 | 31 | | WHEREAS, Acting with calm dispatch in a critical |

32 | 32 | | situation, Corporal Joshua Moer succeeded in stopping a |
---|
33 | 33 | | near-fatal attack, and his lifesaving efforts indeed merit this |

34 | 34 | | prestigious honor; now, therefore, be it |

35 | 35 | | RESOLVED, That the Senate of the State of Texas, 86th |
