| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize W. M. "Bill" Elkin for his many achievements in the |
|---|
| 4 | 4 | | field of law enforcement and his distinguished leadership as |
|---|
| 5 | 5 | | Executive Director of the Houston Police Retired Officers |
|---|
| 6 | 6 | | Association; and |
|---|
| 7 | 7 | | WHEREAS, Bill Elkin began his law enforcement career in |
|---|
| 8 | 8 | | 1954 with the Houston Police Department, and he retired from duty |
|---|
| 9 | 9 | | in 1992 after 38 years of exemplary service; and |
|---|
| 10 | 10 | | WHEREAS, A dedicated public safety officer, Bill began an |
|---|
| 11 | 11 | | impressive path of professional advocacy during his time in the |
|---|
| 12 | 12 | | Houston Police Department; in the 1970s and 1980s, he held |
|---|
| 13 | 13 | | leadership positions in the Houston Police Officers Association, |
|---|
| 14 | 14 | | the Texas Municipal Police Association, and the Forgery |
|---|
| 15 | 15 | | Investigators Association of Texas; in 1997, a few years after |
|---|
| 16 | 16 | | his retirement from the Houston Police Department, Bill became |
|---|
| 17 | 17 | | the first Executive Director of the Houston Police Retired |
|---|
| 18 | 18 | | Officers Association, and he served loyally in that position |
|---|
| 19 | 19 | | until December 31, 2018; and |
|---|
| 20 | 20 | | WHEREAS, During a span of over four decades of noteworthy |
|---|
| 21 | 21 | | leadership with these various associations, Bill worked with the |
|---|
| 22 | 22 | | Texas Legislature to improve pension benefits and address other |
|---|
| 23 | 23 | | matters of significance for both active and retired officers; he |
|---|
| 24 | 24 | | helped give voice to those who devoted their careers to |
|---|
| 25 | 25 | | protecting and serving area citizens, and this year, he became |
|---|
| 26 | 26 | | the first person to be awarded the title of Lifetime Director |
|---|
| 27 | 27 | | Emeritus of the Houston Police Retired Officers Association; |
|---|
| 28 | 28 | | now, therefore, be it |
|---|
| 29 | 29 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 30 | 30 | | Legislature, hereby honor W. M. "Bill" Elkin for his outstanding |
|---|
| 31 | 31 | | career and for his steadfast advocacy on behalf of retired police |
|---|
| 32 | 32 | | officers and extend to him best wishes in all his future |
|---|
| 33 | 33 | | endeavors; and, be it further |
|---|
| 34 | 34 | | RESOLVED, That a copy of this Resolution be prepared for |
|---|
| 35 | 35 | | him as an expression of esteem from the Texas Senate. |
