11 SENATE RESOLUTION NO. 732
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize W. M. "Bill" Elkin for his many achievements in the
44 field of law enforcement and his distinguished leadership as
55 Executive Director of the Houston Police Retired Officers
66 Association; and
77 WHEREAS, Bill Elkin began his law enforcement career in
88 1954 with the Houston Police Department, and he retired from duty
99 in 1992 after 38 years of exemplary service; and
1010 WHEREAS, A dedicated public safety officer, Bill began an
1111 impressive path of professional advocacy during his time in the
1212 Houston Police Department; in the 1970s and 1980s, he held
1313 leadership positions in the Houston Police Officers Association,
1414 the Texas Municipal Police Association, and the Forgery
1515 Investigators Association of Texas; in 1997, a few years after
1616 his retirement from the Houston Police Department, Bill became
1717 the first Executive Director of the Houston Police Retired
1818 Officers Association, and he served loyally in that position
1919 until December 31, 2018; and
2020 WHEREAS, During a span of over four decades of noteworthy
2121 leadership with these various associations, Bill worked with the
2222 Texas Legislature to improve pension benefits and address other
2323 matters of significance for both active and retired officers; he
2424 helped give voice to those who devoted their careers to
2525 protecting and serving area citizens, and this year, he became
2626 the first person to be awarded the title of Lifetime Director
2727 Emeritus of the Houston Police Retired Officers Association;
2828 now, therefore, be it
2929 RESOLVED, That the Senate of the State of Texas, 86th
3030 Legislature, hereby honor W. M. "Bill" Elkin for his outstanding
3131 career and for his steadfast advocacy on behalf of retired police
3232 officers and extend to him best wishes in all his future
3333 endeavors; and, be it further
3434 RESOLVED, That a copy of this Resolution be prepared for
3535 him as an expression of esteem from the Texas Senate.
