2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | recognize Robert Duncan for his exceptional accomplishments in |
---|
4 | 4 | | public service as a member of the Texas Legislature and as a |
---|
5 | 5 | | chancellor of the Texas Tech University System; and |
---|
6 | 6 | | WHEREAS, Robert Duncan is a native West Texan and a |
---|
7 | 7 | | graduate of the Texas Tech University School of Law; after his |
---|
8 | 8 | | graduation, he joined the Lubbock law firm of Crenshaw, Dupree |
---|
9 | 9 | | and Milam, where he was a partner for more than 25 years; and |
---|
10 | 10 | | WHEREAS, During the 71st Legislature, he served as general |
---|
11 | 11 | | counsel to the Senate Committee on State Affairs; he was elected |
---|
12 | 12 | | to the Texas House of Representatives in 1992, and he was named |
---|
13 | 13 | | House Freshman of the Year and Republican Freshman of the Year by |
---|
14 | 14 | | his colleagues; during his tenure in the House, he played an |
---|
15 | 15 | | important role in crafting the tort reform package and in passing |
---|
16 | 16 | | legislation to improve the Texas Department of Insurance; and |
---|
17 | 17 | | WHEREAS, He was elected in 1996 to the Texas Senate, where |
---|
18 | 18 | | he served with distinction until 2014; he was chair of the |
---|
19 | 19 | | Committee on State Affairs and is noted for resurrecting the boll |
---|
20 | 20 | | weevil eradication program and for serving as an advocate for |
---|
21 | 21 | | judicial selection reform and higher education funding; he was |
---|
22 | 22 | | instrumental in the creation of such initiatives as the National |
---|
23 | 23 | | Research University Fund and the Texas Research Incentive |
---|
24 | 24 | | Program; and |
---|
25 | 25 | | WHEREAS, Senator Duncan became the fourth chancellor of |
---|
26 | 26 | | the Texas Tech University System on July 7, 2014; under his |
---|
27 | 27 | | exemplary leadership, the system experienced record-setting |
---|
28 | 28 | | growth and established procedures to ensure its long-term |
---|
29 | 29 | | prosperity and sustainability; he was instrumental in the |
---|
30 | 30 | | creation of the innovative School of Veterinary Medicine in |
---|
31 | 31 | | Amarillo, the Woody L. Hunt School of Dental Medicine in El Paso, |
---|
32 | 32 | | and the Texas Tech Mental Health Institute; and |
---|
33 | 33 | | WHEREAS, A highly effective legislator and administrator |
---|
34 | 34 | | in higher education, he has had a positive impact on our state, |
---|
35 | 35 | | and it is truly fitting that he receive special recognition for |
---|
36 | 36 | | his many achievements; now, therefore, be it |
---|
37 | 37 | | RESOLVED, That the Senate of the State of Texas, 86th |
---|
38 | 38 | | Legislature, hereby commend Robert Duncan on his outstanding |
---|
39 | 39 | | service to the people of Texas and extend to him best wishes for |
---|
40 | 40 | | continued success in all his endeavors; and, be it further |
---|
41 | 41 | | RESOLVED, That a copy of this Resolution be prepared for |
---|
42 | 42 | | him as an expression of esteem from the Texas Senate. |
