SENATE RESOLUTION NO. 828
WHEREAS, The Senate of the State of Texas is pleased to
recognize Lupe Torres, the Texas state director of the League of
United Latin American Citizens, for a lifetime of outstanding
service to the organization and to her San Antonio community; and
WHEREAS, Lupe Torres joined LULAC in 1974; she is a former
director of LULAC District 15 and a longtime member of LULAC
Council 648 in her hometown of San Antonio; since the inception
of her council, she has helped raise and distribute nearly half a
million dollars in scholarships and charitable funds; and
WHEREAS, Lupe is a graduate of Saint Mary's University, and
she has built a life of rewarding service to underserved
populations in San Antonio; in the course of her distinguished
career, she has worked for the Mexican American Unity Council and
the Bexar County Mental Health and Retardation Center, and she
has served on such boards as the San Antonio Housing Authority
and the National Association of Latino Elected and Appointed
Officials; and
WHEREAS, A pioneering community advocate, Lupe was the
first Hispanic woman to be appointed to the Federal Home Loan
Bank Board in Dallas, the first woman to chair the National LULAC
Housing Board, and the first regional Hispanic woman to serve as
president of the commissioners of the National Association of
Housing and Redevelopment Officials; and
WHEREAS, Lupe Torres is a highly respected and
much-beloved voice for vulnerable populations in Texas and
throughout the nation, and her tireless work has made a
difference in the lives of innumerable families and individuals;
now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 86th
Legislature, hereby commend Lupe Torres for her lifelong service
to her community and her exemplary leadership as state director
of the League of United Latin American Citizens and extend to her
best wishes in all her endeavors; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
her as an expression of esteem from the Texas Senate.
