| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Lupe Torres, the Texas state director of the League of |
|---|
| 4 | 4 | | United Latin American Citizens, for a lifetime of outstanding |
|---|
| 5 | 5 | | service to the organization and to her San Antonio community; and |
|---|
| 6 | 6 | | WHEREAS, Lupe Torres joined LULAC in 1974; she is a former |
|---|
| 7 | 7 | | director of LULAC District 15 and a longtime member of LULAC |
|---|
| 8 | 8 | | Council 648 in her hometown of San Antonio; since the inception |
|---|
| 9 | 9 | | of her council, she has helped raise and distribute nearly half a |
|---|
| 10 | 10 | | million dollars in scholarships and charitable funds; and |
|---|
| 11 | 11 | | WHEREAS, Lupe is a graduate of Saint Mary's University, and |
|---|
| 12 | 12 | | she has built a life of rewarding service to underserved |
|---|
| 13 | 13 | | populations in San Antonio; in the course of her distinguished |
|---|
| 14 | 14 | | career, she has worked for the Mexican American Unity Council and |
|---|
| 15 | 15 | | the Bexar County Mental Health and Retardation Center, and she |
|---|
| 16 | 16 | | has served on such boards as the San Antonio Housing Authority |
|---|
| 17 | 17 | | and the National Association of Latino Elected and Appointed |
|---|
| 18 | 18 | | Officials; and |
|---|
| 19 | 19 | | WHEREAS, A pioneering community advocate, Lupe was the |
|---|
| 20 | 20 | | first Hispanic woman to be appointed to the Federal Home Loan |
|---|
| 21 | 21 | | Bank Board in Dallas, the first woman to chair the National LULAC |
|---|
| 22 | 22 | | Housing Board, and the first regional Hispanic woman to serve as |
|---|
| 23 | 23 | | president of the commissioners of the National Association of |
|---|
| 24 | 24 | | Housing and Redevelopment Officials; and |
|---|
| 25 | 25 | | WHEREAS, Lupe Torres is a highly respected and |
|---|
| 26 | 26 | | much-beloved voice for vulnerable populations in Texas and |
|---|
| 27 | 27 | | throughout the nation, and her tireless work has made a |
|---|
| 28 | 28 | | difference in the lives of innumerable families and individuals; |
|---|
| 29 | 29 | | now, therefore, be it |
|---|
| 30 | 30 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 31 | 31 | | Legislature, hereby commend Lupe Torres for her lifelong service |
|---|
| 32 | 32 | | to her community and her exemplary leadership as state director |
|---|
| 33 | 33 | | of the League of United Latin American Citizens and extend to her |
|---|
| 34 | 34 | | best wishes in all her endeavors; and, be it further |
|---|
| 35 | 35 | | RESOLVED, That a copy of this Resolution be prepared for |
|---|
| 36 | 36 | | her as an expression of esteem from the Texas Senate. |
