| 7 | 7 | | suspended in part as provided by Senate Rule 12.08 to enable the |

| 8 | 8 | | conference committee appointed to resolve the differences on |

| 9 | 9 | | House Bill 700 (the use of the skills development fund by certain |

| 10 | 10 | | entities and a study and report regarding the effectiveness of |
|---|
| 11 | 11 | | that fund) to consider and take action on the following matter: |

| 12 | 12 | | Senate Rule 12.03(4) is suspended to permit the committee |
|---|
| 13 | 13 | | to add text on a matter not included in either the house or senate |
|---|
| 14 | 14 | | version of the bill by adding the following new SECTION to the |
|---|
| 15 | 15 | | bill: |

| 16 | 16 | | SECTION 4. (a) The Texas Workforce Commission shall |
|---|
| 17 | 17 | | conduct a study on and develop recommendations for increasing the |
|---|
| 18 | 18 | | effectiveness of the skills development fund established under |
|---|
| 19 | 19 | | Chapter 303, Labor Code. The recommendations must include |
|---|
| 20 | 20 | | strategies for better achieving the fund's purposes, improving |
|---|
| 21 | 21 | | outcomes, and expanding participation in the opportunities |
|---|
| 22 | 22 | | available through the fund. |
|---|
| 23 | 23 | | (b) Not later than December 1, 2020, the Texas Workforce |
|---|
| 24 | 24 | | Commission shall submit to the governor, the lieutenant |
|---|
| 25 | 25 | | governor, the speaker of the house of representatives, and the |
|---|
| 26 | 26 | | chairs of the legislative committees with appropriate |
|---|
| 27 | 27 | | jurisdiction a report detailing the commission's findings and |
|---|
| 28 | 28 | | recommendations under Subsection (a) of this section. |

| 29 | 29 | | Explanation: This addition is necessary to provide for a |
|---|
| 30 | 30 | | study on and development of recommendations for increasing the |
|---|
