| 2 | 2 | | WHEREAS, For well over a century, Americans have set aside |

| 3 | 3 | | Memorial Day as a time to honor those members of the military |
|---|
| 4 | 4 | | forces who have given their lives in service to the United |
|---|
| 5 | 5 | | States; and |
|---|
| 6 | 6 | | WHEREAS, This observance was introduced after the Civil |
|---|
| 7 | 7 | | War as a means of paying tribute to those who had died on both |
|---|
| 8 | 8 | | sides of the conflict; originally called Decoration Day for the |
|---|
| 9 | 9 | | practice of adorning the graves of soldiers with flowers once a |
|---|
| 10 | 10 | | year, the holiday came to be known as Memorial Day, a day to honor |
|---|
| 11 | 11 | | all of the country's fallen; though it was celebrated on May 30 |
|---|
| 12 | 12 | | for a number of decades, it has been observed on the final Monday |
|---|
| 13 | 13 | | in May since the early 1970s; and |
|---|
| 14 | 14 | | WHEREAS, In communities across the nation, veterans and |
|---|
| 15 | 15 | | their fellow citizens gather in cemeteries and other public |
|---|
| 16 | 16 | | places to pay tribute to the armed forces personnel who died |
|---|
| 17 | 17 | | protecting our liberty; "Taps," the haunting bugle call |
|---|
| 18 | 18 | | customarily performed at military funerals and memorials since |
|---|
| 19 | 19 | | the Civil War, is played during these ceremonies, and in |
|---|
| 20 | 20 | | accordance with tradition, the United States flag is lowered to |
|---|
| 21 | 21 | | half staff early in the day before being raised again at noon; and |
|---|
| 22 | 22 | | WHEREAS, The most well-known observance of Memorial Day |
|---|
| 23 | 23 | | occurs in Arlington National Cemetery at the Tomb of the Unknown |
|---|
| 24 | 24 | | Soldier, where the remains of unidentified Americans from World |
|---|
| 25 | 25 | | War I, World War II, the Korean War, and the Vietnam War are |
|---|
| 26 | 26 | | interred; the president of the United States, accompanied by |
|---|
| 27 | 27 | | honor guards from all branches of the armed services, |
|---|
| 28 | 28 | | traditionally lays a wreath at the tomb, and a bugler offers a |
|---|
| 29 | 29 | | final salute by playing "Taps"; and |
|---|
| 30 | 30 | | WHEREAS, Americans owe an immeasurable debt to those men |
|---|
| 31 | 31 | | and women who made the ultimate sacrifice in behalf of the peace |
|---|
| 32 | 32 | | and stability of our nation, and it is a privilege to join with |
|---|
| 33 | 33 | | citizens across the country in paying homage to the courage, |
|---|
| 34 | 34 | | commitment, and patriotism of its military personnel; now, |
|---|

| 36 | 36 | | RESOLVED, That the Senate of the State of Texas, 86th |

| 37 | 37 | | Legislature, hereby recognize Memorial Day 2019 in solemn |
