11 SENATE RESOLUTION NO. 854
22 WHEREAS, For well over a century, Americans have set aside
33 Memorial Day as a time to honor those members of the military
44 forces who have given their lives in service to the United
55 States; and
66 WHEREAS, This observance was introduced after the Civil
77 War as a means of paying tribute to those who had died on both
88 sides of the conflict; originally called Decoration Day for the
99 practice of adorning the graves of soldiers with flowers once a
1010 year, the holiday came to be known as Memorial Day, a day to honor
1111 all of the country's fallen; though it was celebrated on May 30
1212 for a number of decades, it has been observed on the final Monday
1313 in May since the early 1970s; and
1414 WHEREAS, In communities across the nation, veterans and
1515 their fellow citizens gather in cemeteries and other public
1616 places to pay tribute to the armed forces personnel who died
1717 protecting our liberty; "Taps," the haunting bugle call
1818 customarily performed at military funerals and memorials since
1919 the Civil War, is played during these ceremonies, and in
2020 accordance with tradition, the United States flag is lowered to
2121 half staff early in the day before being raised again at noon; and
2222 WHEREAS, The most well-known observance of Memorial Day
2323 occurs in Arlington National Cemetery at the Tomb of the Unknown
2424 Soldier, where the remains of unidentified Americans from World
2525 War I, World War II, the Korean War, and the Vietnam War are
2626 interred; the president of the United States, accompanied by
2727 honor guards from all branches of the armed services,
2828 traditionally lays a wreath at the tomb, and a bugler offers a
2929 final salute by playing "Taps"; and
3030 WHEREAS, Americans owe an immeasurable debt to those men
3131 and women who made the ultimate sacrifice in behalf of the peace
3232 and stability of our nation, and it is a privilege to join with
3333 citizens across the country in paying homage to the courage,
3434 commitment, and patriotism of its military personnel; now,
3535 therefore, be it
3636 RESOLVED, That the Senate of the State of Texas, 86th
3737 Legislature, hereby recognize Memorial Day 2019 in solemn
3838 commemoration of those who have died in service to our nation.
