4 | 4 | | for the Centennial of the 1919 Canales Investigation; and |
---|
5 | 5 | | WHEREAS, Between 1910 and 1920, during a period of racial |
---|
6 | 6 | | conflict along the United States-Mexico border, the Texas |
---|
7 | 7 | | Rangers were dispatched to the region, but that resulted in |
---|
8 | 8 | | increased bloodshed; the Rangers engaged in violence and |
---|
9 | 9 | | heavy-handed discrimination against the Tejano civilian |
---|
10 | 10 | | population, and it is estimated that as many as 5,000 ethnic |
---|
11 | 11 | | Mexicans were killed by the Rangers between 1914 and 1919; and |
---|
12 | 12 | | WHEREAS, In January 1919, Texas State Representative José |
---|
13 | 13 | | T. Canales of Brownsville, the only state legislator of Hispanic |
---|
14 | 14 | | descent at the time, filed 19 charges of misconduct against the |
---|
15 | 15 | | Texas Rangers and demanded a legislative investigation into the |
---|
16 | 16 | | force's actions; after hearing two weeks of testimony, a joint |
---|
17 | 17 | | committee of the Texas house and senate issued a report |
---|
18 | 18 | | recommending a reorganization of the Rangers; legislation was |
---|
19 | 19 | | subsequently passed carrying out these reforms and also |
---|
20 | 20 | | establishing specific procedures for citizen complaints against |
---|
21 | 21 | | Ranger wrongdoing; and |
---|
22 | 22 | | WHEREAS, The centennial conference taking place in Austin |
---|
23 | 23 | | on January 31 and February 1, 2019, will offer an in-depth study |
---|
24 | 24 | | of the Canales Investigation and its broader impact and legacy; |
---|
25 | 25 | | the gathering will feature internationally recognized scholars |
---|
26 | 26 | | and researchers who will deliver different perspectives on the |
---|
27 | 27 | | history of extralegal violence in the United States and who will |
---|
28 | 28 | | explore the connections between the events of the 1910s and |
---|
29 | 29 | | contemporary developments related to border policing; and |
---|
30 | 30 | | WHEREAS, The 1919 Canales Investigation stands as a |
---|
31 | 31 | | pivotal episode that helped document racial injustice in the |
---|
32 | 32 | | United States, and all those associated with the Reverberations |
---|
33 | 33 | | of Memory, Violence, and History conference are to be commended |
---|
34 | 34 | | for raising awareness of the investigation and its many lasting |
---|
35 | 35 | | implications for our state and nation; now, therefore, be it |
---|
36 | 36 | | RESOLVED, That the Senate of the State of Texas, 86th |
---|
37 | 37 | | Legislature, hereby commemorate Reverberations of Memory, |
---|
38 | 38 | | Violence, and History: A Conference for the Centennial of the |
---|
39 | 39 | | 1919 Canales Investigation and extend to the participants |
---|
40 | 40 | | sincere best wishes for a productive event. |
