11 SENATE RESOLUTION NO. 87
22 WHEREAS, The Bullock Texas State History Museum is hosting
33 Reverberations of Memory, Violence, and History: A Conference
44 for the Centennial of the 1919 Canales Investigation; and
55 WHEREAS, Between 1910 and 1920, during a period of racial
66 conflict along the United States-Mexico border, the Texas
77 Rangers were dispatched to the region, but that resulted in
88 increased bloodshed; the Rangers engaged in violence and
99 heavy-handed discrimination against the Tejano civilian
1010 population, and it is estimated that as many as 5,000 ethnic
1111 Mexicans were killed by the Rangers between 1914 and 1919; and
1212 WHEREAS, In January 1919, Texas State Representative José
1313 T. Canales of Brownsville, the only state legislator of Hispanic
1414 descent at the time, filed 19 charges of misconduct against the
1515 Texas Rangers and demanded a legislative investigation into the
1616 force's actions; after hearing two weeks of testimony, a joint
1717 committee of the Texas house and senate issued a report
1818 recommending a reorganization of the Rangers; legislation was
1919 subsequently passed carrying out these reforms and also
2020 establishing specific procedures for citizen complaints against
2121 Ranger wrongdoing; and
2222 WHEREAS, The centennial conference taking place in Austin
2323 on January 31 and February 1, 2019, will offer an in-depth study
2424 of the Canales Investigation and its broader impact and legacy;
2525 the gathering will feature internationally recognized scholars
2626 and researchers who will deliver different perspectives on the
2727 history of extralegal violence in the United States and who will
2828 explore the connections between the events of the 1910s and
2929 contemporary developments related to border policing; and
3030 WHEREAS, The 1919 Canales Investigation stands as a
3131 pivotal episode that helped document racial injustice in the
3232 United States, and all those associated with the Reverberations
3333 of Memory, Violence, and History conference are to be commended
3434 for raising awareness of the investigation and its many lasting
3535 implications for our state and nation; now, therefore, be it
3636 RESOLVED, That the Senate of the State of Texas, 86th
3737 Legislature, hereby commemorate Reverberations of Memory,
3838 Violence, and History: A Conference for the Centennial of the
3939 1919 Canales Investigation and extend to the participants
4040 sincere best wishes for a productive event.
