7	7	WHEREAS, Residents of Tuscola suffered a heartbreaking
8	8	loss on December 13, 2018, with the passing of Mayor Robert Vance
9	9	Elkins, 82, and his wife, Von Dean Rose Elkins, 80, two respected
10	10	and much-loved members of the community; and
11	11	WHEREAS, A native of Brownwood, Robert Elkins was born on
12	12	September 3, 1936, to Robert and Roxie Elkins; after graduating
13	13	from Brownwood High School and serving in the United States Naval
14	14	Reserve, he joined the United States Army and was assigned to the
15	15	Honor Guard in Washington, D.C., where he had the distinction of
16	16	being present at the inauguration of President John F. Kennedy; and
17	17	WHEREAS, Following his discharge, Mr. Elkins worked for 36
18	18	years for the Texas Department of Transportation, which
19	19	eventually promoted him to regional chief inspector; he served as
20	20	a consultant for a number of paving companies after retiring from
21	21	the department in 1994; his desire to make a positive difference
22	22	in the lives of his fellow citizens led him to serve as a member
23	23	of the city council from 2013 to 2016 and as mayor of Tuscola
24	24	since 2016; during his time in office, he earned the high regard
25	25	of his colleagues and constituents through his strong leadership,
26	26	his genial manner, and his endearing sense of humor; and
27	27	WHEREAS, The former Von Dean Rose was born on December 29,
28	28	1937, in Runnels County to Bonnie and Lottie Mae Rose; she
29	29	attended Morton High School, Lawn High School, and Draughon's
30	30	Business School in Abilene, before working for Master's
31	31	Manufacturing and Thornton's Department Store; she spent more
32	32	than three decades at First State Bank of Tuscola, where she was a
33	33	valued and beloved employee; and
34	34	WHEREAS, This esteemed couple were united in matrimony in
35	35	Tuscola on February 8, 1964, and they lived there for the
36	36	entirety of their 54 years of marriage; they raised two children,
37	37	Rhonda and Tony, and later welcomed into their family six
38	38	grandchildren, Demi, Dalton, Dillion, Ian, Colter, and Garrett,
39	39	and two great-grandchildren, Aden and Tate; Mr. and Mrs. Elkins
40	40	were further cherished by numerous friends and neighbors, who
41	41	admired them for the kindness and generosity with which they
42	42	treated everyone they encountered; and
43	43	WHEREAS, Deeply dedicated to their family and their
44	44	community, Robert and Von Dean Elkins were a blessing in the
45	45	lives of many, and they will forever hold a treasured place in the
46	46	hearts of those they have left behind; now, therefore, be it
47	47	RESOLVED, That the Senate of the State of Texas, 86th
48	48	Legislature, hereby pay tribute to the memory of Mayor Robert
49	49	Vance Elkins and Von Dean Rose Elkins of Tuscola and extend
50	50	sincere condolences to all who mourn their passing; and, be
51	51	it further
52	52	RESOLVED, That an official copy of this Resolution be
53	53	prepared for their family and that when the Texas Senate adjourns
54	54	this day, it do so in memory of Robert and Von Dean Elkins.
