7 | 7 | | relating to the establishment of the private child care task force. |
---|
8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. (a) In this section, "task force" means the |
---|
10 | 10 | | private child care task force. |
---|
11 | 11 | | (b) The private child care task force is established to |
---|
12 | 12 | | study private child care providers in this state and methods to |
---|
13 | 13 | | reduce the amounts charged for and increase the availability of |
---|
14 | 14 | | child care provided by private child care providers. |
---|
15 | 15 | | (c) The task force is composed of seven members appointed as |
---|
16 | 16 | | follows: |
---|
17 | 17 | | (1) one member appointed by the governor to represent |
---|
18 | 18 | | the governor; |
---|
19 | 19 | | (2) three members of the senate, appointed by the |
---|
20 | 20 | | lieutenant governor; and |
---|
21 | 21 | | (3) three members of the house of representatives, |
---|
22 | 22 | | appointed by the speaker of the house of representatives. |
---|
23 | 23 | | (d) A task force member is not entitled to compensation for |
---|
24 | 24 | | service on the task force but is entitled to reimbursement for |
---|
25 | 25 | | actual and necessary expenses incurred in performing task force |
---|
26 | 26 | | duties. The task force may accept gifts, grants, and donations to |
---|
27 | 27 | | pay for those expenses. |
---|
28 | 28 | | (e) The member appointed by the governor shall serve as the |
---|
29 | 29 | | presiding officer of the task force. |
---|
30 | 30 | | (f) The task force shall meet at least quarterly at the call |
---|
31 | 31 | | of the presiding officer. |
---|
32 | 32 | | (g) Notwithstanding Chapter 551, Government Code, or any |
---|
33 | 33 | | other law, the task force may meet by telephone conference call, |
---|
34 | 34 | | videoconference, or other similar telecommunication method. A |
---|
35 | 35 | | meeting held by telephone conference call, videoconference, or |
---|
36 | 36 | | other similar telecommunication method is subject to the |
---|
37 | 37 | | requirements of Sections 551.125(c), (d), (e), and (f), Government |
---|
38 | 38 | | Code. |
---|
39 | 39 | | (h) The task force shall conduct a study to examine the |
---|
40 | 40 | | amounts charged for and the availability of child care provided by |
---|
41 | 41 | | private child care providers and methods to reduce those costs and |
---|
42 | 42 | | increase the availability of that care. The task force may request |
---|
43 | 43 | | relevant information from the Health and Human Services Commission, |
---|
44 | 44 | | and the commission shall comply with the request. |
---|
45 | 45 | | (i) The task force shall develop recommendations to reduce |
---|
46 | 46 | | the amounts charged for and increase the availability of child care |
---|
47 | 47 | | by private child care providers. |
---|
48 | 48 | | (j) The task force shall develop and submit a written report |
---|
49 | 49 | | on the study and recommendations developed by the task force to the |
---|
50 | 50 | | governor, the lieutenant governor, the speaker of the house of |
---|
51 | 51 | | representatives, and each member of the legislature not later than |
---|
52 | 52 | | November 1, 2022. |
---|
53 | 53 | | (k) The task force is abolished and this Act expires June 1, |
---|
54 | 54 | | 2023. |
---|
55 | 55 | | SECTION 2. This Act takes effect immediately if it receives |
---|
56 | 56 | | a vote of two-thirds of all the members elected to each house, as |
---|
57 | 57 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
58 | 58 | | Act does not receive the vote necessary for immediate effect, this |
---|
59 | 59 | | Act takes effect September 1, 2021. |
