55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the establishment of the private child care task force.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. (a) In this section, "task force" means the
1010 private child care task force.
1111 (b) The private child care task force is established to
1212 study private child care providers in this state and methods to
1313 reduce the amounts charged for and increase the availability of
1414 child care provided by private child care providers.
1515 (c) The task force is composed of seven members appointed as
1616 follows:
1717 (1) one member appointed by the governor to represent
1818 the governor;
1919 (2) three members of the senate, appointed by the
2020 lieutenant governor; and
2121 (3) three members of the house of representatives,
2222 appointed by the speaker of the house of representatives.
2323 (d) A task force member is not entitled to compensation for
2424 service on the task force but is entitled to reimbursement for
2525 actual and necessary expenses incurred in performing task force
2626 duties. The task force may accept gifts, grants, and donations to
2727 pay for those expenses.
2828 (e) The member appointed by the governor shall serve as the
2929 presiding officer of the task force.
3030 (f) The task force shall meet at least quarterly at the call
3131 of the presiding officer.
3232 (g) Notwithstanding Chapter 551, Government Code, or any
3333 other law, the task force may meet by telephone conference call,
3434 videoconference, or other similar telecommunication method. A
3535 meeting held by telephone conference call, videoconference, or
3636 other similar telecommunication method is subject to the
3737 requirements of Sections 551.125(c), (d), (e), and (f), Government
3838 Code.
3939 (h) The task force shall conduct a study to examine the
4040 amounts charged for and the availability of child care provided by
4141 private child care providers and methods to reduce those costs and
4242 increase the availability of that care. The task force may request
4343 relevant information from the Health and Human Services Commission,
4444 and the commission shall comply with the request.
4545 (i) The task force shall develop recommendations to reduce
4646 the amounts charged for and increase the availability of child care
4747 by private child care providers.
4848 (j) The task force shall develop and submit a written report
4949 on the study and recommendations developed by the task force to the
5050 governor, the lieutenant governor, the speaker of the house of
5151 representatives, and each member of the legislature not later than
5252 November 1, 2022.
5353 (k) The task force is abolished and this Act expires June 1,
5454 2023.
5555 SECTION 2. This Act takes effect immediately if it receives
5656 a vote of two-thirds of all the members elected to each house, as
5757 provided by Section 39, Article III, Texas Constitution. If this
5858 Act does not receive the vote necessary for immediate effect, this
5959 Act takes effect September 1, 2021.
