55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the information maintained by the Texas Education
88 Agency regarding postsecondary education and career opportunities.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 7.040, Education Code, is amended by
1111 amending Subsection (a) and adding Subsection (a-1) to read as
1212 follows:
1313 (a) The agency shall prepare information comparing
1414 institutions of higher education in this state and post the
1515 information on the agency's Internet website. Information prepared
1616 under this section shall be given to a public school student who
1717 requests the information. The information shall:
1818 (1) identify postsecondary education and career
1919 opportunities, including information that states the benefits of
2020 four-year and two-year higher education programs, postsecondary
2121 technical education, skilled workforce careers, and career
2222 education programs;
2323 (2) compare each institution of higher education with
2424 other institutions, both overall and disaggregated by
2525 baccalaureate or associate degree or certificate program,
2626 regarding:
2727 (A) the relative cost of tuition;
2828 (B) the retention rate of students;
2929 (C) the graduation rate of students;
3030 (D) the median [average] student debt, based on
3131 the most recent data released through the United States Department
3232 of Education's College Scorecard online tool or a successor tool;
3333 (E) the loan repayment rate of students; [and]
3434 (F) the employment rate of students; and
3535 (G) the median earnings of students, expressed as
3636 a yearly amount and as a percentage of student debt, at the first,
3737 fifth, and tenth year after graduation, based on the most recent
3838 data released through the United States Department of Education's
3939 College Scorecard online tool or a successor tool;
4040 (3) identify the state's future workforce needs, as
4141 projected by the Texas Workforce Commission; and
4242 (4) include annual wage information for the top 10
4343 highest demand jobs in this state, as identified by the Texas
4444 Workforce Commission.
4545 (a-1) The information required under Subsections (a)(2)(D)
4646 and (G) must be updated each time new data described by those
4747 paragraphs is released through the United States Department of
4848 Education's College Scorecard online tool or a successor tool.
4949 SECTION 2. (a) As soon as practicable after the effective
5050 date of this Act, the Texas Education Agency shall update the
5151 information required under Section 7.040(a), Education Code, as
5252 amended by this Act.
5353 (b) As soon as practicable after the Texas Education Agency
5454 completes the update required by Subsection (a) of this section,
5555 the Texas Higher Education Coordinating Board shall update the
5656 comparative gainful employment data regarding public institutions
5757 of higher education required to be maintained by the board under
5858 Sections 51.762(b-1) and 51.763(b), Education Code, to include the
5959 information required under Section 7.040(a), Education Code, as
6060 amended by this Act.
6161 SECTION 3. This Act takes effect immediately if it receives
6262 a vote of two-thirds of all the members elected to each house, as
6363 provided by Section 39, Article III, Texas Constitution. If this
6464 Act does not receive the vote necessary for immediate effect, this
6565 Act takes effect September 1, 2021.
