7 | 7 | | relating to the information maintained by the Texas Education |
---|
8 | 8 | | Agency regarding postsecondary education and career opportunities. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 7.040, Education Code, is amended by |
---|
11 | 11 | | amending Subsection (a) and adding Subsection (a-1) to read as |
---|
12 | 12 | | follows: |
---|
13 | 13 | | (a) The agency shall prepare information comparing |
---|
14 | 14 | | institutions of higher education in this state and post the |
---|
15 | 15 | | information on the agency's Internet website. Information prepared |
---|
16 | 16 | | under this section shall be given to a public school student who |
---|
17 | 17 | | requests the information. The information shall: |
---|
18 | 18 | | (1) identify postsecondary education and career |
---|
19 | 19 | | opportunities, including information that states the benefits of |
---|
20 | 20 | | four-year and two-year higher education programs, postsecondary |
---|
21 | 21 | | technical education, skilled workforce careers, and career |
---|
22 | 22 | | education programs; |
---|
23 | 23 | | (2) compare each institution of higher education with |
---|
24 | 24 | | other institutions, both overall and disaggregated by |
---|
25 | 25 | | baccalaureate or associate degree or certificate program, |
---|
26 | 26 | | regarding: |
---|
27 | 27 | | (A) the relative cost of tuition; |
---|
28 | 28 | | (B) the retention rate of students; |
---|
29 | 29 | | (C) the graduation rate of students; |
---|
30 | 30 | | (D) the median [average] student debt, based on |
---|
31 | 31 | | the most recent data released through the United States Department |
---|
32 | 32 | | of Education's College Scorecard online tool or a successor tool; |
---|
33 | 33 | | (E) the loan repayment rate of students; [and] |
---|
34 | 34 | | (F) the employment rate of students; and |
---|
35 | 35 | | (G) the median earnings of students, expressed as |
---|
36 | 36 | | a yearly amount and as a percentage of student debt, at the first, |
---|
37 | 37 | | fifth, and tenth year after graduation, based on the most recent |
---|
38 | 38 | | data released through the United States Department of Education's |
---|
39 | 39 | | College Scorecard online tool or a successor tool; |
---|
40 | 40 | | (3) identify the state's future workforce needs, as |
---|
41 | 41 | | projected by the Texas Workforce Commission; and |
---|
42 | 42 | | (4) include annual wage information for the top 10 |
---|
43 | 43 | | highest demand jobs in this state, as identified by the Texas |
---|
44 | 44 | | Workforce Commission. |
---|
45 | 45 | | (a-1) The information required under Subsections (a)(2)(D) |
---|
46 | 46 | | and (G) must be updated each time new data described by those |
---|
47 | 47 | | paragraphs is released through the United States Department of |
---|
48 | 48 | | Education's College Scorecard online tool or a successor tool. |
---|
49 | 49 | | SECTION 2. (a) As soon as practicable after the effective |
---|
50 | 50 | | date of this Act, the Texas Education Agency shall update the |
---|
51 | 51 | | information required under Section 7.040(a), Education Code, as |
---|
52 | 52 | | amended by this Act. |
---|
53 | 53 | | (b) As soon as practicable after the Texas Education Agency |
---|
54 | 54 | | completes the update required by Subsection (a) of this section, |
---|
55 | 55 | | the Texas Higher Education Coordinating Board shall update the |
---|
56 | 56 | | comparative gainful employment data regarding public institutions |
---|
57 | 57 | | of higher education required to be maintained by the board under |
---|
58 | 58 | | Sections 51.762(b-1) and 51.763(b), Education Code, to include the |
---|
59 | 59 | | information required under Section 7.040(a), Education Code, as |
---|
60 | 60 | | amended by this Act. |
---|
61 | 61 | | SECTION 3. This Act takes effect immediately if it receives |
---|
62 | 62 | | a vote of two-thirds of all the members elected to each house, as |
---|
63 | 63 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
64 | 64 | | Act does not receive the vote necessary for immediate effect, this |
---|
65 | 65 | | Act takes effect September 1, 2021. |
