| 7 | 7 | | relating to a study on the improvement of driver's license issuance |

| 8 | 8 | | in this state. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. STUDY AND REPORT. (a) The Department of Public |
|---|
| 11 | 11 | | Safety of the State of Texas shall contract with a third party |
|---|
| 12 | 12 | | entity to conduct a study and create a report on improving the |
|---|
| 13 | 13 | | process of issuing driver's licenses in this state. |
|---|
| 14 | 14 | | (b) The study must examine: |
|---|
| 15 | 15 | | (1) the procedures for issuing driver's licenses in |
|---|
| 16 | 16 | | other states; |
|---|
| 17 | 17 | | (2) technological advancements in the issuance of |
|---|
| 18 | 18 | | driver's licenses, including the development of digital driver's |
|---|
| 19 | 19 | | licenses; |
|---|
| 20 | 20 | | (3) the process for issuing driver's licenses in this |
|---|
| 21 | 21 | | state, including metrics on the amount of time between application |
|---|
| 22 | 22 | | for a driver's license and receipt of a driver's license; and |
|---|
| 23 | 23 | | (4) best practices for issuing driver's licenses. |
|---|
| 24 | 24 | | (c) Not later than May 1, 2022, the Department of Public |
|---|
| 25 | 25 | | Safety of the State of Texas shall submit to the governor, |
|---|
| 26 | 26 | | lieutenant governor, and members of the legislature the report |
|---|
| 27 | 27 | | created under Subsection (a) of this section that includes: |
|---|
| 28 | 28 | | (1) the findings of the study conducted under this |
|---|
| 29 | 29 | | section; and |
|---|
| 30 | 30 | | (2) any recommendations to improve the process for |
|---|
| 31 | 31 | | issuing driver's licenses in this state. |
|---|
| 32 | 32 | | SECTION 2. EXPIRATION DATE. This Act expires September 1, |
|---|
| 33 | 33 | | 2022. |
|---|
| 34 | 34 | | SECTION 3. EFFECTIVE DATE. This Act takes effect |
|---|
| 35 | 35 | | immediately if it receives a vote of two-thirds of all the members |
|---|
| 36 | 36 | | elected to each house, as provided by Section 39, Article III, Texas |
|---|
| 37 | 37 | | Constitution. If this Act does not receive the vote necessary for |
|---|
| 38 | 38 | | immediate effect, this Act takes effect September 1, 2021. |
