55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study on the improvement of driver's license issuance
88 in this state.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. STUDY AND REPORT. (a) The Department of Public
1111 Safety of the State of Texas shall contract with a third party
1212 entity to conduct a study and create a report on improving the
1313 process of issuing driver's licenses in this state.
1414 (b) The study must examine:
1515 (1) the procedures for issuing driver's licenses in
1616 other states;
1717 (2) technological advancements in the issuance of
1818 driver's licenses, including the development of digital driver's
1919 licenses;
2020 (3) the process for issuing driver's licenses in this
2121 state, including metrics on the amount of time between application
2222 for a driver's license and receipt of a driver's license; and
2323 (4) best practices for issuing driver's licenses.
2424 (c) Not later than May 1, 2022, the Department of Public
2525 Safety of the State of Texas shall submit to the governor,
2626 lieutenant governor, and members of the legislature the report
2727 created under Subsection (a) of this section that includes:
2828 (1) the findings of the study conducted under this
2929 section; and
3030 (2) any recommendations to improve the process for
3131 issuing driver's licenses in this state.
3232 SECTION 2. EXPIRATION DATE. This Act expires September 1,
3333 2022.
3434 SECTION 3. EFFECTIVE DATE. This Act takes effect
3535 immediately if it receives a vote of two-thirds of all the members
3636 elected to each house, as provided by Section 39, Article III, Texas
3737 Constitution. If this Act does not receive the vote necessary for
3838 immediate effect, this Act takes effect September 1, 2021.
