Fiscal Analysis
The bill would require the Preservation Board (SPB) to remove certain portraits and monuments from public display in the Capitol Building and on the Capitol Grounds by December 31, 2021. SPB indicates that the agency would contract for these services for a total cost of $324,000. The bill would also require the Facilities Commission (TFC) to rename the John H. Reagan Building to the Jackson-Webber Building. This analysis assumes that the costs to TFC associated with renaming the building could be absorbed within current resources.
Methodology
SPB estimates a total cost of $324,000 in FY 2022 for contracted services to professionally remove the seven items listed in the bill. The estimate includes $300,000 ($100,000 each) to professionally disassemble and crate the Confederate Soldiers' Monument located on the south grounds of the Capitol, Terry's Texas Rangers Monument located on the south grounds of the Capitol, and Hood's Texas Brigade Monument located on the east grounds of the Capitol. The estimate also includes $20,000 to professionally crate the four cannons located on the south grounds and near the south entrance of the Capitol, and $4,000 ($2,000 each) to professionally wrap and relocate to curatorial storage the portrait of Albert Sydney Johnson and the portrait of Jefferson Davis, both located in the Senate chamber. The portrait of Richard William Dick Dowling has already been removed from the House chamber, therefore no costs are included for this item. SPB indicates that costs related to relocation, storage, or any future reassembly of the monuments are not included in this estimate, pending a decision related to the permanent disposition or future reassembly of the artifacts. This analysis assumes that costs associated with renaming the John H. Reagan Building to the Jackson-Webber Building could be absorbed by TFC within current resources.
