56 AN ACT
67 relating to additional optional training and course work for public
78 school principals.
89 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
910 SECTION 1. Subchapter B, Chapter 21, Education Code, is
1011 amended by adding Section 21.0461 to read as follows:
1112 Sec. 21.0461. SCHOOL TURNAROUND SPECIALIST ENDORSEMENT TO
1213 PRINCIPAL CERTIFICATE. (a) The board shall propose rules
1314 establishing the training requirements and course work a principal
1415 must successfully complete to receive a school turnaround
1516 specialist endorsement as an addendum to a principal certificate.
1617 In proposing the rules, the board shall ensure that each person who
17- receives the endorsement:
18- (1) demonstrates the knowledge and skills necessary to
19- significantly improve teacher and student performance at a campus
20- assigned an overall performance rating of F under Section 39.054;
21- (2) has served as a principal at a campus that has
22- successfully implemented a campus turnaround plan under Subchapter
23- C, Chapter 39A; and
24- (3) did not serve as a principal at a campus that was
25- assigned an overall performance rating of F under Section 39.054
26- for two or more consecutive school years.
18+ receives the endorsement demonstrates the knowledge and skills
19+ necessary to significantly improve teacher and student performance
20+ at a campus assigned an overall performance rating of F under
21+ Section 39.054.
2722 (b) The board shall solicit proposals for a school
2823 turnaround specialist endorsement program from appropriate
2924 educator preparation programs. From among school turnaround
3025 specialist endorsement programs proposed to the board that are
3126 capable of satisfying the requirements prescribed by Subsection
3227 (c), the board may select not more than three of the programs that
3328 may be offered to principals.
3429 (c) A school turnaround specialist endorsement program
3530 under this section must:
3631 (1) partner with one or more school districts that
3732 need principals with the training and education necessary to
3833 significantly improve teacher and student performance at one or
3934 more campuses assigned an overall performance rating of F under
4035 Section 39.054;
4136 (2) have appropriately qualified faculty to:
4237 (A) conduct a campus leadership-needs analysis;
4338 (B) develop and provide the training and course
4439 work required by rules proposed under this section; and
4540 (C) provide necessary support to program
4641 candidates;
4742 (3) establish a selective admissions process to ensure
4843 that each principal admitted to the program:
4944 (A) possesses a significant knowledge of
5045 educational organizations, educational instruction, and teacher
5146 professional development;
5247 (B) demonstrates the ability to develop and
5348 implement campus-based systems that result in increased capacity
5449 for improving student learning; and
5550 (C) demonstrates the attributes of principals
5651 who have significantly improved teacher and student performance at
5752 underperforming campuses;
5853 (4) offer a full-time internship that continues for at
5954 least one semester and provides meaningful interaction with the
6055 central administrative office of a school district; and
6156 (5) collaborate with school districts to provide
6257 program participants who complete the program continued support for
6358 at least two years after the participants' initial assignment to a
6459 campus.
6560 (d) To be eligible for admission to a school turnaround
6661 specialist endorsement program under this section, a principal
6762 must:
6863 (1) hold a principal certificate;
6964 (2) have served as a principal or assistant principal
7065 for at least three school years before applying to the program;
7166 (3) demonstrate significant knowledge of educational
7267 organizations, educational instruction, and teacher professional
7368 development;
7469 (4) demonstrate the attributes of principals who have
7570 significantly improved teacher and student performance at
7671 underperforming campuses; and
7772 (5) provide evidence of the ability to develop and
7873 implement campus-based systems that result in increased capacity
7974 for improving student learning.
8075 (e) The board shall periodically evaluate school turnaround
8176 specialist endorsement programs selected under this section. For
8277 purposes of evaluating the programs, the board shall require each
8378 program to submit data, as determined appropriate by the board, for
8479 each year and at each five-year interval.
8580 SECTION 2. (a) Not later than January 1, 2022, the State
8681 Board for Educator Certification shall propose rules relating to
8782 the school turnaround specialist endorsement to the school
8883 principal certificate as provided by Section 21.0461, Education
8984 Code, as added by this Act.
9085 (b) Not later than March 1, 2022, the State Board for
9186 Educator Certification shall solicit proposals for a school
9287 turnaround specialist endorsement program as provided by Section
9388 21.0461, Education Code, as added by this Act.
9489 SECTION 3. This Act takes effect immediately if it receives
9590 a vote of two-thirds of all the members elected to each house, as
9691 provided by Section 39, Article III, Texas Constitution. If this
9792 Act does not receive the vote necessary for immediate effect, this
9893 Act takes effect September 1, 2021.
