| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter L, Chapter 130, Education Code, is |
|---|
| 12 | 12 | | amended by adding Section 130.3045 to read as follows: |
|---|
| 13 | 13 | | Sec. 130.3045. BACCALAUREATE DEGREE IN EDUCATION. (a) The |
|---|
| 14 | 14 | | coordinating board shall authorize a baccalaureate degree program |
|---|
| 15 | 15 | | in the field of education at the Collin County Community College |
|---|
| 16 | 16 | | District. |
|---|
| 17 | 17 | | (b) The limitation prescribed by Section 130.306 does not |
|---|
| 18 | 18 | | apply to a baccalaureate degree program offered under this section. |
|---|
| 19 | 19 | | (c) Not later than January 1, 2023, the coordinating board |
|---|
| 20 | 20 | | shall prepare a progress report on the baccalaureate degree program |
|---|
| 21 | 21 | | in the field of education established under this section. Not later |
|---|
| 22 | 22 | | than January 1, 2025, the coordinating board shall prepare a report |
|---|
| 23 | 23 | | on the effectiveness of the degree program, including any |
|---|
| 24 | 24 | | recommendations for legislative action regarding the offering of |
|---|
| 25 | 25 | | baccalaureate degree programs in the field of education by a public |
|---|
| 26 | 26 | | junior college. The coordinating board shall deliver a copy of each |
|---|
| 27 | 27 | | report to the governor, the lieutenant governor, the speaker of the |
|---|
| 28 | 28 | | house of representatives, and the chair of the standing committee |
|---|
| 29 | 29 | | of each house of the legislature with primary jurisdiction over |
|---|
| 30 | 30 | | higher education. This subsection expires January 1, 2026. |
|---|
| 31 | 31 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 32 | 32 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 33 | 33 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 34 | 34 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 35 | 35 | | Act takes effect September 1, 2021. |
