| 12 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 13 | 10 | SECTION 1. Section 140.011(a)(2), Local Government Code, is | |
| 14 | 11 | amended to read as follows: | |
| 15 | 12 | (2) "Local government" means: | |
| 16 | 13 | (A) a municipality adjacent to or with | |
| 17 | 14 | extraterritorial jurisdiction located within two miles of the | |
| 18 | 15 | boundary line of a United States military installation; and | |
| 19 | 16 | (B) a county in which a United States military | |
| 20 | 17 | installation is wholly or partly located. | |
| 21 | 18 | SECTION 2. The change in law made by this Act applies to the | |
| 22 | 19 | eligibility of a qualified local government to apply for a disabled | |
| 23 | 20 | veteran assistance payment beginning with the fiscal year of the | |
| 24 | - | local government that ends in the | |
| 21 | + | local government that ends in the 2019 tax year. | |
| 25 | 22 | SECTION 3. This Act takes effect September 1, 2021. |
