55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the inclusion of instruction regarding project-based
88 learning in continuing education requirements for a classroom
99 teacher.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 21.054(d), Education Code, is amended to
1212 read as follows:
1313 (d) Continuing education requirements for a classroom
1414 teacher must provide that at least 25 percent of the training
1515 required every five years include instruction regarding:
1616 (1) collecting and analyzing information that will
1717 improve effectiveness in the classroom;
1818 (2) recognizing early warning indicators that a
1919 student may be at risk of dropping out of school;
2020 (3) digital learning, digital teaching, and
2121 integrating technology into classroom instruction;
2222 (4) project-based learning;
2323 (5) educating diverse student populations, including:
2424 (A) students who are eligible to participate in
2525 special education programs under Subchapter A, Chapter 29;
2626 (B) students who are eligible to receive
2727 educational services required under Section 504, Rehabilitation
2828 Act of 1973 (29 U.S.C. Section 794);
2929 (C) students with mental health conditions or who
3030 engage in substance abuse;
3131 (D) students with intellectual or developmental
3232 disabilities;
3333 (E) students who are educationally
3434 disadvantaged;
3535 (F) students of limited English proficiency; and
3636 (G) students at risk of dropping out of school;
3737 (6) [(5)] understanding appropriate relationships,
3838 boundaries, and communications between educators and students; and
3939 (7) [(6)] how mental health conditions, including
4040 grief and trauma, affect student learning and behavior and how
4141 evidence-based, grief-informed, and trauma-informed strategies
4242 support the academic success of students affected by grief and
4343 trauma.
4444 SECTION 2. As soon as practicable after the effective date
4545 of this Act, the State Board for Educator Certification shall
4646 propose rules implementing Section 21.054(d), Education Code, as
4747 amended by this Act.
4848 SECTION 3. A classroom teacher subject to continuing
4949 education requirements immediately before the effective date of
5050 this Act is not required to comply with the continuing education
5151 requirements described by Section 21.054(d), Education Code, as
5252 amended by this Act, for any continuing education requirements
5353 period that ends before January 1, 2022.
5454 SECTION 4. This Act applies beginning with the 2021-2022
5555 school year.
5656 SECTION 5. This Act takes effect immediately if it receives
5757 a vote of two-thirds of all the members elected to each house, as
5858 provided by Section 39, Article III, Texas Constitution. If this
5959 Act does not receive the vote necessary for immediate effect, this
6060 Act takes effect September 1, 2021.
