7 | 7 | | relating to the inclusion of instruction regarding project-based |

8 | 8 | | learning in continuing education requirements for a classroom |
---|
9 | 9 | | teacher. |

10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
11 | 11 | | SECTION 1. Section 21.054(d), Education Code, is amended to |
---|
12 | 12 | | read as follows: |
---|
13 | 13 | | (d) Continuing education requirements for a classroom |
---|
14 | 14 | | teacher must provide that at least 25 percent of the training |
---|
15 | 15 | | required every five years include instruction regarding: |
---|
16 | 16 | | (1) collecting and analyzing information that will |
---|
17 | 17 | | improve effectiveness in the classroom; |
---|
18 | 18 | | (2) recognizing early warning indicators that a |
---|
19 | 19 | | student may be at risk of dropping out of school; |
---|
20 | 20 | | (3) digital learning, digital teaching, and |
---|
21 | 21 | | integrating technology into classroom instruction; |
---|
22 | 22 | | (4) project-based learning; |
---|
23 | 23 | | (5) educating diverse student populations, including: |
---|
24 | 24 | | (A) students who are eligible to participate in |
---|
25 | 25 | | special education programs under Subchapter A, Chapter 29; |
---|
26 | 26 | | (B) students who are eligible to receive |
---|
27 | 27 | | educational services required under Section 504, Rehabilitation |
---|
28 | 28 | | Act of 1973 (29 U.S.C. Section 794); |
---|
29 | 29 | | (C) students with mental health conditions or who |
---|
30 | 30 | | engage in substance abuse; |
---|
31 | 31 | | (D) students with intellectual or developmental |
---|
32 | 32 | | disabilities; |
---|
33 | 33 | | (E) students who are educationally |
---|
34 | 34 | | disadvantaged; |
---|
35 | 35 | | (F) students of limited English proficiency; and |
---|
36 | 36 | | (G) students at risk of dropping out of school; |
---|
37 | 37 | | (6) [(5)] understanding appropriate relationships, |
---|
38 | 38 | | boundaries, and communications between educators and students; and |
---|
39 | 39 | | (7) [(6)] how mental health conditions, including |
---|
40 | 40 | | grief and trauma, affect student learning and behavior and how |
---|
41 | 41 | | evidence-based, grief-informed, and trauma-informed strategies |
---|
42 | 42 | | support the academic success of students affected by grief and |
---|
43 | 43 | | trauma. |
---|
44 | 44 | | SECTION 2. As soon as practicable after the effective date |
---|
45 | 45 | | of this Act, the State Board for Educator Certification shall |
---|
46 | 46 | | propose rules implementing Section 21.054(d), Education Code, as |
---|
47 | 47 | | amended by this Act. |
---|
48 | 48 | | SECTION 3. A classroom teacher subject to continuing |
---|
49 | 49 | | education requirements immediately before the effective date of |
---|
50 | 50 | | this Act is not required to comply with the continuing education |
---|
51 | 51 | | requirements described by Section 21.054(d), Education Code, as |
---|
52 | 52 | | amended by this Act, for any continuing education requirements |
---|
53 | 53 | | period that ends before January 1, 2022. |
---|
54 | 54 | | SECTION 4. This Act applies beginning with the 2021-2022 |
---|
55 | 55 | | school year. |
---|
56 | 56 | | SECTION 5. This Act takes effect immediately if it receives |
---|
57 | 57 | | a vote of two-thirds of all the members elected to each house, as |
---|
58 | 58 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
59 | 59 | | Act does not receive the vote necessary for immediate effect, this |
---|
60 | 60 | | Act takes effect September 1, 2021. |
