6	6	AN ACT
7	7	relating to required suicide prevention training for certain health
8	8	care practitioners.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Subchapter B, Chapter 531, Government Code, is
11	11	amended by adding Section 531.0412 to read as follows:
12	12	Sec. 531.0412. SUICIDE PREVENTION TRAINING COURSES. (a)
13	13	The commission, in consultation with the state agency responsible
14	14	for licensing and regulating the applicable profession, shall
15	15	approve suicide prevention training courses for purposes of
16	16	Sections 156.061, 201.357, 204.159, 301.309, 453.256, 454.256,
17	17	504.207, and 507.260, Occupations Code.
18	18	(b) A course approved under Subsection (a):
19	19	(1) must include training in suicide screening and
20	20	referral; and
21	21	(2) may include, as applicable, training in:
22	22	(A) suicide assessment, other than screening and
23	23	referral;
24	24	(B) suicide treatment; and
25	25	(C) suicide management.
26	26	SECTION 2. Subchapter B, Chapter 156, Occupations Code, is
27	27	amended by adding Section 156.061 to read as follows:
28	28	Sec. 156.061. SUICIDE PREVENTION TRAINING. (a) Each
29	29	person licensed to practice medicine in this state shall complete
30	30	one hour of suicide prevention training approved by the Health and
31	31	Human Services Commission under Section 531.0412, Government Code.
32	32	(b) The board may not renew the registration permit of a
33	33	license holder who does not complete the training required by this
34	34	section.
35	35	SECTION 3. Subchapter H, Chapter 201, Occupations Code, is
36	36	amended by adding Section 201.357 to read as follows:
37	37	Sec. 201.357. SUICIDE PREVENTION TRAINING. (a) A license
38	38	holder shall complete one hour of suicide prevention training
39	39	approved by the Health and Human Services Commission under Section
40	40	531.0412, Government Code.
41	41	(b) The board may not renew the license of a license holder
42	42	who has not completed the training required by this section.
43	43	SECTION 4. Subchapter D, Chapter 204, Occupations Code, is
44	44	amended by adding Section 204.159 to read as follows:
45	45	Sec. 204.159. SUICIDE PREVENTION TRAINING. (a) A license
46	46	holder shall complete one hour of suicide prevention training
47	47	approved by the Health and Human Services Commission under Section
48	48	531.0412, Government Code.
49	49	(b) The physician assistant board may not renew the license
50	50	of a license holder who has not completed the training required by
51	51	this section.
52	52	SECTION 5. Subchapter G, Chapter 301, Occupations Code, is
53	53	amended by adding Section 301.309 to read as follows:
54	54	Sec. 301.309. SUICIDE PREVENTION TRAINING. (a) A license
55	55	holder shall complete one hour of suicide prevention training
56	56	approved by the Health and Human Services Commission under Section
57	57	531.0412, Government Code.
58	58	(b) The board may not renew the license of a license holder
59	59	who has not completed the training required by this section.
60	60	SECTION 6. Subchapter F, Chapter 453, Occupations Code, is
61	61	amended by adding Section 453.256 to read as follows:
62	62	Sec. 453.256. SUICIDE PREVENTION TRAINING. (a) A license
63	63	holder shall complete one hour of suicide prevention training
64	64	approved by the Health and Human Services Commission under Section
65	65	531.0412, Government Code.
66	66	(b) The board may not renew the license of a license holder
67	67	who has not completed the training required by this section.
68	68	SECTION 7. Subchapter F, Chapter 454, Occupations Code, is
69	69	amended by adding Section 454.256 to read as follows:
70	70	Sec. 454.256. SUICIDE PREVENTION TRAINING. (a) A license
71	71	holder shall complete six hours of suicide prevention training
72	72	approved by the Health and Human Services Commission under Section
73	73	531.0412, Government Code, in the six years preceding the date the
74	74	license holder applies for renewal.
75	75	(b) The board may not renew the license of a license holder
76	76	who does not complete the training required by this section.
77	77	(c) A license holder may complete the training required by
78	78	this section:
79	79	(1) as part of the continuing education program under
80	80	Section 454.254; and
81	81	(2) in more than one training session.
82	82	SECTION 8. Section 504.202, Occupations Code, is amended to
83	83	read as follows:
84	84	Sec. 504.202. NOTICE OF LICENSE EXPIRATION AND REQUIREMENTS
85	85	TO RENEW. Not later than the 31st day before the expiration date of
86	86	a person's license, the department shall send to the license holder
87	87	at the license holder's last known address according to department
88	88	records written notice of:
89	89	(1) the impending license expiration;
90	90	(2) the amount of the renewal fee; [and]
91	91	(3) any continuing education required to renew the
92	92	license; and
93	93	(4) the suicide prevention training required to renew
94	94	the license, if applicable.
95	95	SECTION 9. Subchapter E, Chapter 504, Occupations Code, is
96	96	amended by adding Section 504.207 to read as follows:
97	97	Sec. 504.207. SUICIDE PREVENTION TRAINING. (a) A license
98	98	holder shall complete six hours of suicide prevention training
99	99	approved by the Health and Human Services Commission under Section
100	100	531.0412, Government Code, in the six years preceding the date the
101	101	license holder applies for renewal.
102	102	(b) The department may not renew the license of a license
103	103	holder who does not complete the training required by this section.
104	104	(c) A license holder may complete the training required by
105	105	this section:
106	106	(1) as part of the continuing education program under
107	107	Section 504.205; and
108	108	(2) in more than one training session.
109	109	SECTION 10. Subchapter F, Chapter 507, Occupations Code, is
110	110	amended by adding Section 507.260 to read as follows:
111	111	Sec. 507.260. SUICIDE PREVENTION TRAINING. (a) A license
112	112	holder shall complete six hours of suicide prevention training
113	113	approved by the Health and Human Services Commission under Section
114	114	531.0412, Government Code, in the six years preceding the date the
115	115	license holder applies for renewal.
116	116	(b) The executive council may not renew the license of a
117	117	license holder who does not complete the training required by this
118	118	section.
119	119	(c) A license holder may complete the training required by
120	120	this section:
121	121	(1) as part of any continuing education required by
122	122	the executive council under Section 507.157; and
123	123	(2) in more than one training session.
124	124	SECTION 11. Not later than December 1, 2021, the Health and
125	125	Human Services Commission shall approve suicide prevention
126	126	training courses as required by Section 531.0412, Government Code,
127	127	as added by this Act.
128	128	SECTION 12. The changes in law made by this Act apply only
129	129	to the renewal of a license or registration permit on or after
130	130	January 1, 2023.
131	131	SECTION 13. This Act takes effect September 1, 2021.
