55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the content of a public school campus improvement plan.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 11.253(d), Education Code, is amended to
1010 read as follows:
1111 (d) Each campus improvement plan must:
1212 (1) assess the academic achievement for each student
1313 in the school using the achievement indicator system as described
1414 by Section 39.053;
1515 (2) set the campus performance objectives based on the
1616 achievement indicator system, including objectives for special
1717 needs populations, including students in special education
1818 programs under Subchapter A, Chapter 29;
1919 (3) identify how the campus goals will be met for each
2020 student;
2121 (4) determine the resources needed to implement the
2222 plan;
2323 (5) identify staff needed to implement the plan;
2424 (6) set timelines for reaching the goals;
2525 (7) measure progress toward the performance
2626 objectives periodically to ensure that the plan is resulting in
2727 academic improvement;
2828 (8) include goals and methods for violence and
2929 bullying prevention and intervention on campus and for dropout
3030 deterrence, including providing a research-based teacher
3131 development program that provides teachers continuing education
3232 in:
3333 (A) creating a nurturing classroom environment;
3434 (B) developing respectful and caring
3535 relationships with students;
3636 (C) promoting student emotional health by
3737 providing strategies to help students feel valued; and
3838 (D) providing empathetic teaching techniques
3939 that may be used to discipline a student's behavior while showing
4040 respect and care for the student;
4141 (9) provide for a program to encourage parental
4242 involvement at the campus that may include evidence-based materials
4343 or training for parents that focus on:
4444 (A) instilling a positive self-concept in
4545 children;
4646 (B) building resilience in children; and
4747 (C) providing respectful, positive discipline to
4848 children at home; and
4949 (10) if the campus is an elementary, middle, or junior
5050 high school, set goals and objectives for the coordinated health
5151 program at the campus based on:
5252 (A) student fitness assessment data, including
5353 any data from research-based assessments such as the school health
5454 index assessment and planning tool created by the federal Centers
5555 for Disease Control and Prevention;
5656 (B) student academic performance data;
5757 (C) student attendance rates;
5858 (D) the percentage of students who are
5959 educationally disadvantaged;
6060 (E) the use and success of any method to ensure
6161 that students participate in moderate to vigorous physical activity
6262 as required by Section 28.002(l); and
6363 (F) any other indicator recommended by the local
6464 school health advisory council.
6565 SECTION 2. This Act applies beginning with the 2021-2022
6666 school year.
6767 SECTION 3. This Act takes effect immediately if it receives
6868 a vote of two-thirds of all the members elected to each house, as
6969 provided by Section 39, Article III, Texas Constitution. If this
7070 Act does not receive the vote necessary for immediate effect, this
7171 Act takes effect September 1, 2021.
