| 7 | 7 | | relating to a study by the Texas Water Development Board of |

| 8 | 8 | | groundwater conditions in certain counties. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. In order to engage in a scientific inquiry and |
|---|
| 11 | 11 | | analysis regarding current and projected groundwater production |
|---|
| 12 | 12 | | and to assess the effects of that production on groundwater |
|---|
| 13 | 13 | | conditions, the executive administrator of the Texas Water |
|---|
| 14 | 14 | | Development Board shall, for the Trinity and Edwards Aquifers north |
|---|
| 15 | 15 | | of the Colorado River in Bell, Burnet, Milam, Travis, and |
|---|
| 16 | 16 | | Williamson Counties: |
|---|
| 17 | 17 | | (1) compile and evaluate current data on groundwater |
|---|
| 18 | 18 | | levels, aquifer characteristics, and groundwater use and |
|---|
| 19 | 19 | | production; and |
|---|
| 20 | 20 | | (2) fully assess the effects of current and projected |
|---|
| 21 | 21 | | groundwater production on groundwater conditions. |
|---|
| 22 | 22 | | SECTION 2. Not later than September 1, 2022, the executive |
|---|
| 23 | 23 | | administrator of the Texas Water Development Board shall: |
|---|
| 24 | 24 | | (1) complete the compilation, evaluation, and |
|---|
| 25 | 25 | | assessment of data described by Section 1 of this Act; |
|---|
| 26 | 26 | | (2) prepare a report of the findings of the |
|---|
| 27 | 27 | | compilation, evaluation, and assessment; |
|---|
| 28 | 28 | | (3) submit the report to each standing committee of |
|---|
| 29 | 29 | | the legislature having primary jurisdiction over water |
|---|
| 30 | 30 | | development; and |
|---|
| 31 | 31 | | (4) make copies of the report available to the public. |
|---|
| 32 | 32 | | SECTION 3. This Act expires September 1, 2023. |
|---|
| 33 | 33 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 34 | 34 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 35 | 35 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 36 | 36 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 37 | 37 | | Act takes effect September 1, 2021. |
