55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the reporting of certain information on career and
88 technology education in public schools.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter F, Chapter 29, Education Code, is
1111 amended by adding Sections 29.195 and 29.196 to read as follows:
1212 Sec. 29.195. PEIMS REPORTING REQUIREMENTS FOR CAREER AND
1313 TECHNOLOGY EDUCATION PROGRAMS. (a) Each school district and
1414 open-enrollment charter school shall include the following
1515 information regarding career and technology courses offered by the
1616 district or school in the district's or school's Public Education
1717 Information Management System (PEIMS) report:
1818 (1) a list of the career and technology courses
1919 offered by the district or school;
2020 (2) the number of career and technology classroom
2121 teachers in the district or school:
2222 (A) certified under Subchapter B, Chapter 21; or
2323 (B) issued a school district teaching permit
2424 under Section 21.055; and
2525 (3) the number of contracts the district or school has
2626 entered into with other districts or schools, public or private
2727 postsecondary educational institutions, or trade or technical
2828 schools to provide career and technology courses.
2929 (b) The information included in a school district's or
3030 open-enrollment charter school's Public Education Information
3131 Management System (PEIMS) report under this section may not include
3232 student information.
3333 (c) The commissioner may adopt rules as necessary to
3434 implement this section.
3535 Sec. 29.196. CAREER AND TECHNOLOGY EDUCATION REPORT. (a)
3636 Not later than January 1 of each odd-numbered year, the agency shall
3737 submit a report to the legislature on career and technology
3838 education. The report must include:
3939 (1) the number of school districts and open-enrollment
4040 charter schools offering career and technology education programs;
4141 (2) the courses of study provided at each district or
4242 school as part of the district's or school's career and technology
4343 education program;
4444 (3) the number of students in each district or school
4545 who have taken a career and technology education course, are
4646 seeking to complete a career and technology education program, or
4747 have completed a career and technology education program,
4848 disaggregated by:
4949 (A) region of the state; and
5050 (B) the type of career and technology education
5151 course or program;
5252 (4) the number of classroom teachers teaching a career
5353 and technology education course who are:
5454 (A) certified under Subchapter B, Chapter 21; or
5555 (B) issued a school district teaching permit
5656 under Section 21.055;
5757 (5) the number of classroom teachers teaching career
5858 and technology education courses in each regional education service
5959 center;
6060 (6) the funds received by each district and school
6161 from the career and technology education allotment and the
6262 percentage of those funds spent to provide career and technology
6363 education;
6464 (7) the location of each facility operated by a
6565 district or school for career and technology education;
6666 (8) the number of districts and schools that have
6767 entered into a contract with other districts or schools, public or
6868 private postsecondary educational institutions, or trade or
6969 technical schools to provide career and technology education for
7070 students in the district or school;
7171 (9) a description of available career and technology
7272 certifications, the availability of each certification throughout
7373 the state, and the number of students who have earned each
7474 certification since the previous report was filed;
7575 (10) a description of available industry-based
7676 credentials, the availability of each credential throughout the
7777 state, and the number of students who have earned each credential
7878 since the previous report was filed;
7979 (11) using data available from the Texas Workforce
8080 Commission, information on each industry or occupation in which a
8181 career and technology certification or industry-based credential
8282 is available, including:
8383 (A) median annual wage;
8484 (B) annual rate of occupation growth;
8585 (C) average annual employment; and
8686 (D) educational requirements;
8787 (12) the number of student contact hours in each
8888 career and technology education program;
8989 (13) the percentage of students participating in
9090 career and technology education programs in districts and schools,
9191 aggregated by district or school type as determined by the
9292 commissioner; and
9393 (14) any additional information or data that the
9494 agency determines necessary to provide the legislature with a
9595 complete understanding of career and technology education programs
9696 in this state.
9797 (b) The agency may use information and data collected from
9898 school districts, open-enrollment charter schools, or the Texas
9999 Workforce Commission to prepare the report required by Subsection
100100 (a).
101101 (c) The agency may, using existing resources:
102102 (1) acquire software to assist in the creation of the
103103 report required under Subsection (a); and
104104 (2) conduct a survey of school districts and
105105 open-enrollment charter schools on the barriers to providing career
106106 and technology education encountered by districts and schools.
107107 SECTION 2. This Act applies beginning with the 2021-2022
108108 school year.
109109 SECTION 3. This Act takes effect immediately if it receives
110110 a vote of two-thirds of all the members elected to each house, as
111111 provided by Section 39, Article III, Texas Constitution. If this
112112 Act does not receive the vote necessary for immediate effect, this
113113 Act takes effect September 1, 2021.
