| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 143.025, Local Government Code, is |
|---|
| 11 | 11 | | amended by adding Subsection (f-1) and amending Subsection (i) to |
|---|
| 12 | 12 | | read as follows: |
|---|
| 13 | 13 | | (f-1) In a municipality with a population of more than 1.3 |
|---|
| 14 | 14 | | million and less than 2 million, an additional five points shall be |
|---|
| 15 | 15 | | added to the examination grade of an applicant who: |
|---|
| 16 | 16 | | (1) is a resident of the municipality in which the |
|---|
| 17 | 17 | | applicant seeks employment; |
|---|
| 18 | 18 | | (2) has resided in the municipality continuously for |
|---|
| 19 | 19 | | at least one year before taking the examination; and |
|---|
| 20 | 20 | | (3) receives a passing grade on the examination. |
|---|
| 21 | 21 | | (i) The grade to be placed on the eligibility list for each |
|---|
| 22 | 22 | | applicant shall be computed by adding an applicant's points under |
|---|
| 23 | 23 | | Subsections [Subsection] (f) and (f-1), if any, to the applicant's |
|---|
| 24 | 24 | | grade on the written examination. Each applicant's grade on the |
|---|
| 25 | 25 | | written examination is based on a maximum grade of 100 percent and |
|---|
| 26 | 26 | | is determined entirely by the correctness of the applicant's |
|---|
| 27 | 27 | | answers to the questions. The minimum passing grade on the |
|---|
| 28 | 28 | | examination is 70 percent. An applicant must pass the examination |
|---|
| 29 | 29 | | to be placed on an eligibility list. |
|---|
| 30 | 30 | | SECTION 2. Section 143.025, Local Government Code, as |
|---|
| 31 | 31 | | amended by this Act, applies only to an examination administered on |
|---|
| 32 | 32 | | or after the effective date of this Act. |
|---|
| 33 | 33 | | SECTION 3. This Act takes effect September 1, 2021. |
